About this file

This is a Vendor Questions and Answers document for Illinois Secretary of State (ILSOS) Contract B-54607 regarding the printing of bank deposit tickets for ILSOS facilities. The solicitation requests bids for customized duplicate booklets of bank deposit tickets for 82 ILSOS facilities, with each facility requiring unique addresses, account numbers, routing numbers, and bank information. All tickets must include MICR (Magnetic Ink Character Recognition) printing for automatic bank sorter processing. The original pricing table listed 75,600 units over the two-year contract term; however, this quantity was corrected via bid amendment to 65,600 individual tickets, which aligns with the stated requirement of approximately 32,800 tickets per year across the 82 facilities. Bids were due October 23, 2026, and the contract term is two years with renewal options not exceeding ten years total. Facilities will order directly from the vendor as needed, with shipments delivered FOB Destination to each location.

The unit of measure for pricing purposes is individual bank deposit tickets rather than complete duplicate booklets, as ILSOS does not mandate a standard quantity per booklet. Vendors must submit a unit cost per deposit ticket, and award will be made to the responsive and responsible bidder offering the lowest price. The total contract value will be determined by the State prior to execution and is designated as firm. All services must be performed in the United States, and prevailing wage obligations for printing services apply under Illinois certification and compliance requirements. Vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation insurance as required by law. Payment is made in accordance with the State Prompt Payment Act to the ILSOS Accounting Revenue office at 2701 S. Dirksen Parkway, Room 206, Springfield, Illinois 62723.

Vendor Questions and Answers for B-54607

1. Unit of Measure (EA): Does “EA” in the pricing table refer to one individual bank deposit ticket or one complete duplicate booklet?

Answer: “EA” means one individual ticket.

2. Tickets per Booklet: How many tickets or sets are included in each duplicate booklet?

Answer: ILSOS does not know how many are in each booklet, so the unit of measure is each ticket instead of booklet. In the past, they came in booklets of 300 but this is not required.

3. Quantity Discrepancy: The pricing table lists 75,600 units, while the solicitation narrative states that the 82 facilities use approximately 32,800 tickets per year over the two-year contract term. Could you please clarify which quantity bidders should use when calculating and submitting their pricing? Additionally, should the 75,600 units be interpreted as individual tickets or complete booklets?

Answer: Thank you for bringing this to our attention. It is a typo, and the quantity should be 65,600. This has been corrected via bid amendment.

The units should be interpreted as individual tickets and NOT complete booklets, as ILSOS was not sure if there was a standard quantity per booklet.
