About this file
This document is a Questions and Answers (Q&A) addendum for the Illinois Department of Central Management Services (CMS) Joint Purchase Master Contract (JPMC) for Reflective Sheeting Sign Materials, solicitation number 25-416CMS-BOSS4-B-46247. The Q&A document addresses four key vendor inquiries regarding the procurement, with specific focus on Business Enterprise Program (BEP) vendor certification, warranty specifications for different types of sheeting materials (AA, AP, and ZZ), and contract terms. The document includes a substantial contract change section modifying the guarantee terms for sheeting materials, particularly highlighting changes to the warranty periods for AA sheeting (reduced from 10 to 3 years) while maintaining existing terms for AP and ZZ sheeting.
The Q&A clarifies that for BEP compliance, vendors may only count subcontractors certified in specific NIGP codes (801-49 or 550-45) towards the 3% goal, even though more certified vendors exist in the state database. Vendors are permitted to submit comments and redlined contract versions when taking exceptions to terms. The contract change section extensively revises Section 1.2.9, detailing manufacturer guarantees for different sheeting types, specifying conditions for unsatisfactory performance, and outlining vendor responsibilities for restoration and replacement of sign materials during and after the initial seven-year period. The document emphasizes that vendors must provide reflective materials and potentially labor to restore sign surfaces to original effectiveness based on the specific sheeting type and elapsed time since installation.

Questions and Answers #1
Date: 4/9/2025
Q1 It was noted that the bid included a listing of only three (3) IL Business Enterprise Program (BEP) certified vendors (12/13/2024) with narrow NIGP code categories. However, the online IL BEP database has numerous certified vendors across a broad range of NIGP codes. Are bidders limited to the three (3) certified vendors within a limited range of NIGP codes listed as a part of this bid opportunity, or may other eligible IL BEP certified entities across other NIGP codes be considered for this bid?
A1. In the Business Enterprise Program Utilization Plan Part 1, Only BEP/VBP certified subcontractors registered in at least one of the NIGP Code(s) identified in the solicitation may be used to meet the BEP/VBP goal. You may utilize other BEP registered vendors, but only those certified with BEP in the NIGP codes 801-49 or 550-45 will count towards meeting the 3% goal for this solicitation.
Q2 If IL BEP certified entities have been successfully utilized for prior reflective sheeting sign material contracts, may the same entities be utilized for this potential bid opportunity?
A2. See A1.
Q3 AA sheeting includes temporary traffic orange material which only has an industry standard warranty of 3 years, should this be excluded from 1.2.9.1?
A3. Please see updated contract specification located within this amendment titled “Section
1.2.9 Contract Change”
Q4 Can we submit comments along with our redlined version of the contract if we want to take exceptions?
A4 Yes. Please refer to Invitation for Bid – Offer to the State of Illinois, Section C. Exception to Contract Terms and Conditions
Section 1.2.9. Contract Change
Note: When attaching the vendor signed contract with your solicitation, Bidder should use the contract titled “Amended Contract – JPMC Reflective Sheeting Sign Material 4.9.25”. In the event the awarded Vendor attaches the incorrect contract dated 3.6.25, this section will be updated prior to execution of the contract.
