About this file

This is a Joint Purchase Master Contract (JPMC) issued by the Illinois Department of Central Management Services (CMS) for reflective sheeting sign materials. The contract solicits multiple types of retroreflective sheeting materials (Types AA, AP, and ZZ) for highway and traffic signage, with detailed technical specifications for materials, ink, mounting hardware, and packaging. The procurement allows qualified governmental units and not-for-profit agencies to purchase sign materials on an as-needed basis during the contract period. Potential vendors must submit electronic bids through BidBuy by April 16, 2025, with bid submissions valid for 180 days. A pre-bid conference is scheduled for April 2, 2025, at 11:00 AM via Webex. The state intends to award a single contract to the lowest-cost responsive and responsible bidder, with an initial four-year term potential extension to ten years, commencing July 1, 2025.

The contract includes a Business Enterprise Program (BEP) goal of 3% for minority, women, and persons with disabilities-owned businesses, with three currently certified vendors: Art Dose, Inc., Omega Sign & Lighting Inc., and Sharp Mill Graphics, Inc. Vendors must provide manufacturer warranties ranging from 10 to 12 years depending on sheeting type and commit to delivering materials within 20 days of order, with a minimum order value of $2,000. The state reserves the right to adjust pricing annually based on the U.S. Bureau of Labor Statistics Producer Price Index, and vendors must submit annual contract usage reports to CMS. Pricing will be based on a catalog pricing list and percentage discount from Manufacturer's Suggested Retail Price (MSRP), with mandatory domestic product preferences. The total contract value is contingent upon fund availability, and the procurement allows for comprehensive participation from diverse business enterprises.
