About this file

This document is a Vendor Invitation for New Bid issued by Vance County Schools in North Carolina for a federally-funded School Nutrition program milk procurement contract. The invitation is for a first-year contract to procure and deliver milk products, with the potential for two one-year renewals, covering the period from August 1, 2025, to July 31, 2026. The bid opening is scheduled for Thursday, May 29, 2025, at 2:00 p.m., with vendors able to hand-deliver bids between 1:00 p.m. and 1:59 p.m. or mail bids to be received by Wednesday, May 28, at 4:00 p.m. Vendors must submit one original bid package with specific documentation, following a detailed vendor checklist.

The contract will be awarded using a firm price bottom line method, with vendors required to submit a complete bid package including an original vendor signature on the Official Vendor Bid Certification Form. The bid includes special conditions, and vendors are advised that any material errors such as missing signatures or changes to contract language will result in a non-responsive bid. The final bid award will be determined after a review of vendor bid tabulations, verification of totals, local school district approval, and issuance of a purchase order to the awarded vendor. Contact for bid specifications and inquiries is Phyllis Newcomb, School Nutrition Director, who can be reached at 252.492.2127 x2600 or pnewcomb@vcs.k12.nc.us.
