RESOLVE SAFETY/PRIVACY/ENVIRONMENTAL ISSUES ON MENTAL HEALTH UNIT, BUILDING 26 PROJECT FOR THE CHILLICOTHE VETERANS AFFAIRS MEDICAL CENTER (VAMC)—CHILLICOTHE, OH

PROJECT NUMBER: 538-115

QUESTIONS AND RESPONSES TO INVITATION FOR BID (IFB) NUMBER

VA250-17-B-0970

IFB AMENDMENT NUMBER A00003

1. Can the building elevators be used during construction?

Response: Yes. The elevators are fully operational and can be used by the construction contractor. However, the VA requires that upon project completion the elevators are fully operational. Any damages that occur during construction shall be repaired by the contractor, at no cost to the Government.

2. Do the security cameras have to remain operational throughout the construction project?

Response: Security cameras do not have to remain operational during construction but must be returned to a fully operational state once construction is complete.

3. Is Building 26 occupied?

Response: Building 26 is currently empty and being used for storage. Storage materials will be moved before construction begins.

4. What is the status of the store front system?

Response: Store front system is currently in VA possession – VA will get it to its original location

5. What is the job site parking situation?

Response: The parking lot and road are available and unregulated parking is available on the inside circle

6. How many vehicle traffic routes are available to access the construction site.

Response: There is one vehicular route. An all-weather gravel road can be built; however, it must be reclaimed in accordance with the project’s drawings and specifications.

7. What type of fencing is required to secure the construction site?

Response: A 6-foot chain link fence is required to secure the construction site.

8. What utilities are active in Building 26?

Response: Water, power, fire alarm, and heat

9. Must existing HVAC systems be maintained through construction?

Response: Potential bidders should strive, to the extent necessary, to not degrade the building.

10. Can you advise which rate the landscapers should use for quoting on this project, since there is no specific rate listed for landscaping?

Response: The VA cannot advise on labor rates. Potential bidders may wish to go to the Department of Labor’s wage determination website, for more information.

11. Bid Addendum 1 references use of a 13” x 13” linoleum floor tile product. Locations for the use of this product include 12” wide flooring accent strips at doorways. Where there is a flooring product transition at a doorway, the contract documents require the transition to be centered under the door. This may require installation of a sliver of tile beside the full 13” wide tile. How do you want the flooring installer to handle this detail?

Response: Reference PARTIAL FLOOR FINISH PLANS (AS701-AS704) for locations of 12” wide flooring accent strips at Patient Room doorways, and Install full 13” x 13” linoleum floor tile product at these doorways, which will extend the linoleum tile flooring 1” under these doors. Refer to GENERAL PROJECT NOTE 13 Drawing AS000 for other floor transition conditions.

12. Is there an option for one of my abatement subcontractors that wasn’t able to attend the pre-bid to get into the building?

Response: No

13. We are requesting information regarding basement finish on Building 26. Page SS101, foundation note #1 6mil vapor barrier over 3” compacted stone elevation 698’-7”. Page SS201 Detail # 8,10,11,12, show top of 6mil vapor barrier. Page AS301 Detail # 2 & 3 show slab elevation 699’. Page AS302 Detail # 1 & 2 Show what appear to be slab on metal and referring to Page AS304 Detail # 10 which shows insulation and slab. All with elevation of 699’.

Response: This inquiry is addressed by the plan revisions in Addendum #2.

14. The spec seems to refer to a double hung window but the details show a triple glazed blinded window. I haven’t been able to find a window manufacture that can provide the double hung, tripled glazed blinded unit. In 2013 we replaced some windows in this building. Is the VA wanting a similar window?

Response: Reference is made to the following specific locations in the plans and specifications:

Window Schedule/AS303 Details 4 and 7/AS304 08 80 00 Glazing 08 51 13 Aluminum Windows, Part 2.4

Market research by the A/E team during design indicated Graham product series 6800 could accommodate the design elements. However, the VA has not designated this product as a sole source item.

15. Can you please confirm or give clarification to the following:

The structural drawings call for gravel and vapor barrier as the finish product of the basement floor in the new addition while the architectural drawings appear to show a slab-on-grade with no indication of thickness or reinforcing. Does the basement level get a concrete slab-on-grade (if so, please provide details) or just grave and vapor barrier?

Response: Please see Addendum #2.

16. On page EP501, it shows Panel 26DP1 as existing, but they want new breakers for this existing panel. I need to know the manufacturer and model for this panel to get a quote for the breakers please.

Response: Existing panel 26DP1 is a PRL4 panelboard manufactured by Eaton.

17. Also, the ATS is owner furnished, but the contractor is responsible for quoting factory representative startup & programming. What do you want me to do about this?

Response: The contractor shall contact ASCO or a duly certified ASCO representative for ATS start-up and programming.

18. Div. 12 24 00 Window Shades: what is the specific fabric type? Are side and sill channels required?

Response: Reference is made to Section 12 24 00 Paragraph 2.1 A. 2. a, Paragraph 2.4 B. 2., and Paragraph 2.4 B. 4.

19. Div. 14 42 00 do you have a basis of design for the vertical lift platform?

Response: Reference is made to Section 14 42 00 Paragraph 1.3 Qualifications. That being said, the A/E team based Section 14 42 00 on information from the following manufacturers:

Symmetry Elevating Solutions Toll Free: 877-568-5804 Website: www.symmetryelevators.com

Garaventa Lift; United States Toll Free: 800-663-6556.

Website: www.garaventalift.com

The VA does not require that vertical lift platforms be purchased from these vendors.

20. What is the anticipated award date?

Response: The VA is unable to provide an anticipated award date, at this time.

21. What I the anticipated start work onsite date?

Response: The VA is unable to provide a notice to proceed date, at this time.

22. Typical Patient Bathroom Vanity elevations show 1 ½” countertop nosing with a separation line where the apron of the plumbing shield begins. Ref: Elevations 6, 12/AS402. However Section 9/AS500 shows solid surface drop down nosing that returns to the HPL sloped plumbing shield panel. I don’t see how this detail can work when the plumbing shield doesn’t run the full width of the countertop. Could you please clarify?

23. Patient Room Bathrooms 124A, 125A, 127A, 151A, 152A, 153A, 154A, 157A. The solid surface vanity tops stop short of the wall on one end by about 6”. None of the enlarged restroom plans show it like this. How would you like us to figure these tops? Wall to wall? Or stopping short on one end by about 6?
