About this file

This is a Utility Information Sheet for the Allumbaugh Street, Franklin Road to Douglas Street project (Project #822042) in Boise, Idaho, coordinated by Ada County Highway District (ACHD). The project consists of roadway reconstruction, pedestrian and bike facility additions, bridge replacement over Ridenbaugh Canal, and railroad crossing preemption upgrades. Utilities require approximately 60 working days from the Notice to Proceed date to complete their relocations, adjustments, and installations following clearing, grubbing, and tree removal activities. The contractor must coordinate and accommodate utility work throughout all project phases, as utility windows may significantly impact the critical path schedule. ACHD General Conditions Section 26 applies to all utility coordination efforts.

Nine utility companies operate within the project area, each with designated contacts responsible for coordinating their respective relocations and installations: Sparklight, Lumen, West Boise Sewer District, City of Boise Street Lights, Idaho Power, Intermountain Gas, Marathon, Syringa Networks, Veolia, and Zayo. The contractor shall contact the ACHD Utility Coordinator, Scott Bennett, at (208) 387-6259, for coordination questions. Project phasing will significantly affect the schedule for utility relocations, adjustments, and installations, requiring the contractor to strategically schedule construction windows that accommodate multiple utility companies operating simultaneously across different project phases.
