About this file

This Supplemental General Notes document pertains to the Allumbaugh Street reconstruction project (Project #822042) from Franklin Road to Douglas Street in Idaho, coordinated by ACHD (Ada County Highway District). The project scope includes roadway reconstruction, pedestrian and bike facility additions, replacement of the bridge structure over Ridenbaugh Canal, and railroad crossing preemption upgrades. The contractor must coordinate with Union Pacific Railroad (UPRR) for railroad-related work. Two critical completion deadlines govern the project: all irrigation-related work must be finished by March 15, 2027, with potential liquidated damages for non-compliance, and all remaining project work must be completed by June 30, 2027. The June 30 deadline is contingent upon receipt of the required UPRR Construction/Maintenance Agreement and associated right-of-way authorization, anticipated in April 2027.

The contractor's entry onto UPRR property is restricted to work specifically authorized by the Temporary Encroachment Easement/Encroachment Permit, which currently authorizes bridge construction only. Prior to entering UPRR property, the contractor must execute UPRR's Contractor's Right of Entry Agreement and provide required insurance. Work beyond the permit's scope, including crossing work extending to the railroad tracks, cannot commence until the separate UPRR Construction/Maintenance Agreement is executed and approved by ACHD. The contractor must account for the anticipated April 2027 authorization timeframe and coordinate the project schedule accordingly. Additionally, the contractor is required to cooperate with other contractors, subcontractors, and utility companies working on the adjacent Allumbaugh Street project (Douglas Street to Fairmont Street) scheduled for spring/summer 2027.

Project # 822042

1. IRRIGATION WORK – COMPLETION REQUIREMENT

All irrigation-related work and improvements included in the Contract shall be fully completed prior to March 15, 2027. Contractor shall schedule and coordinate the work necessary to meet this completion requirement. Failure to complete the required irrigation work prior to March 15 may result in liquidated damages in accordance with the Contract Documents.

2. UPRR PROPERTY AND CONTRACTOR RIGHT OF ENTRY

Work within UPRR property shall be limited to work authorized by the applicable UPRR agreements and permits.

The Temporary Encroachment Easement/Encroachment Permit included herein authorizes the Contractor to enter UPRR property for the purpose of constructing the bridge, subject to all requirements and limitations contained therein. Prior to entering UPRR property or commencing bridge construction within UPRR property, Contractor shall comply with the requirements of the Encroachment Permit, including execution of UPRR's then-current Contractor's Right of Entry Agreement and providing all insurance required by UPRR.

The Encroachment Permit does not authorize the Contractor to perform the remaining project work within UPRR property beyond the limits and activities specifically authorized therein. The remaining work per plans and specifications within UPRR property, including the crossing work extending to the railroad tracks, is subject to the separate UPRR Construction/Maintenance Agreement and associated right-of-way authorization.

Contractor shall not commence work within UPRR property outside of the work authorized by the Encroachment Permit until the required UPRR Construction/Maintenance Agreement and associated right-of-way authorization have been executed and approved by ACHD. The anticipated timeframe for obtaining this authorization is April 2027.

3. PROJECT COMPLETION

Except for work subject to the March 15, 2027 irrigation completion requirement, Contractor shall complete all remaining project work by June 30, 2027. The June 30, 2027 completion requirement is contingent upon receipt of the required UPRR Construction/Maintenance Agreement and associated right-of-way authorization. Contractor shall account for the anticipated UPRR authorization timeframe and coordinate the project schedule accordingly.

4. COOPERATION BETWEEN CONTRACTORS

Work on the Allumbaugh Street, Douglas Street to Fairmont Street project is scheduled to be done in the spring/summer of 2027. The Contractors for both projects will be required to cooperate with other contractors, subcontractors, utility companies, etc., that are working within or adjacent to their project site.
