About this file
This is a Special Provisions document for utility improvements associated with the Stoddard Road (Victory Road to Overland Road) project involving the City of Meridian and the Ada County Highway District (ACHD). The project encompasses sanitary sewer and potable water utility improvements that will be constructed concurrently with the prime roadway contract. The City of Meridian Public Works Department will provide construction staking, inspection of sanitary sewer and potable water work, and coordinate traffic control with ACHD. All work must comply with Idaho Standards for Public Works Construction (ISPWC), City of Meridian Supplemental Specifications and Standard Drawings, ACHD requirements, and applicable Idaho state laws. The contractor must maintain continuous sewer and water service to all affected properties, with service disruptions under six hours requiring prior city approval. Water main shutdowns require minimum ten business day advance notice to the City Public Works Inspector and forty-eight hour notice to property owners. Work near irrigation facilities must occur during the non-irrigation season (October 15 through March 15) with five days' notice to the governing irrigation district.
The document provides detailed specifications for multiple bid items including exploratory excavation, pipe casing and sleeving, water main installation with fusion joint requirements, locate stations, gate valves with specific heavy-weight tri-skirt lids, fire hydrant relocation with Storz connection adapters and locate stations, leak detection metering stations, fiber optic conduit with minimum eighteen-inch cover under sidewalks and thirty-inch cover elsewhere, and fiber optic junction boxes. Additional special provisions address removal of existing water main stubs and adjustment of existing water mains to maintain required eighteen-inch vertical separation from non-potable pipelines per Idaho Rules for Public Drinking Water Systems. Contractor responsibilities include providing independent third-party compaction testing, protecting construction stakes and valve covers, hydrocleaning and CCTV inspection of sewers at no additional cost if debris enters the active system, and proper disposal of flushing water in accordance with Idaho Department of Environmental Quality guidance.

11. SP-M04015 – ADJUST EXISTING WATER MAIN AT NEW PIPE CROSSING
Description: This item shall include furnishing all materials, equipment, and labor necessary to adjust existing water mains at the locations shown on the plans to provide separation requirements from the new non-potable pipelines.
Workmanship: Per Idaho Rules for Public Drinking Water Systems (IDAPA 58.01.08, Section 542.07), where it is necessary for water lines to cross non-potable lines (sanitary sewer, storm drain, irrigation and other non-potable pipes), the water line shall cross 18 inches above or below the other pipe, measured outside-to-outside of the pipes. If the waterline is below the non-potable line, the non-potable line shall be supported to prevent settling. If the 18” vertical separation cannot be met, the non-potable line shall either be constructed of water-class materials for a distance of 10 feet either side of the potable main, with a single 20-foot section of potable water class pipe centered on the crossing, or sleeved with potable water class pipe for 10 feet either side of the crossing.

The Contractor shall notify the city’s inspector when the excavation will be completed so that the need for the adjustment can be verified. The Contractor shall only proceed with the adjustment when directed to do so by the inspector.
In cases where there is a conflict and/or lack of 18 inches of separation, this item shall include all costs to relocate the water main/line to provide the necessary 18 inches of separation. Where the 18” separation cannot be provided, the relocation shall conform to the requirements outlined above.
If the non-potable pipeline is being constructed with water-class pipe, then adjustment shall only occur if there is a conflict. Contractor shall verify non-potable pipeline material. If the adjustment is made, then a minimum 12 inches of separation shall be provided between the adjusted water main/line and the water-class pipe.
Adjusting of the water main shall be accomplished with the use of the appropriate fittings. The water main may be adjusted by the deflection of joints if written approval from the City of Meridian Public Works Department is received prior to starting the adjustment. Approval will be contingent on a mutual agreement of a unit price adjustment between the Contractor and the City.
Measurement and Payment: Adjust Existing Water Main at New Pipe Crossing shall be on a per each basis and shall include all labor, equipment, and materials necessary for the completion of the bid item.
Payment for this item shall be made under:
