This file contains plan sheets and utility improvements design documents for the Ada County Highway District's roadway and utility improvement project on Stoddard Road between Victory Road and Overland Road in Meridian, Idaho, submitted under Invitation to Bid CT227-06 (Project 522029). The comprehensive project scope encompasses three schedules: Schedule 1 addressing roadway improvements including full-depth asphalt pavement reconstruction, curb and gutter installation, sidewalks, pedestrian ramps, multi-use paths, and bike lanes; Schedule 2 covering the widening of Ridenbaugh Bridge #2080 and piping of Hardin Drain; and Schedule 3 detailing City of Meridian utility improvements including irrigation line relocation, water main and sewer line adjustments, fiber optic conduit and boxes, and electric fence relocation. The project also includes retaining wall construction, pedestrian hybrid beacon (PHB) and rectangular rapid flashing beacon (RRFB) installation, median islands, and roadway lighting. Sealed bids were due October 14, 2026 at 3:00 p.m. through the eProcurement portal, with questions required by October 9, 2026 at 12:00 a.m. The anticipated Notice to Proceed is November 16, 2026, with irrigation and bridge work required to be completed by March 15, 2027, and all other work by September 10, 2027.

Contractors must hold a current Idaho public works license (Type 1, 2, or 3) and employ 95% Idaho residents with limited exceptions per Idaho Code. All work must comply with the 2017 Idaho Standards for Public Works Construction (ISPWC) except Section 100, as well as Nationwide Permit 14 Clean Water Act Section 404 authorization and Section 401 water quality certification from the Idaho Department of Environmental Quality. Liquidated damages are assessed at $2,000 per calendar day for delays. Bid security equals 10% of the proposal amount, while performance and labor and material bonds equal the full contract price, with an expected bonding requirement of $5.5 million. Required insurance includes Workers' Compensation (statutory), Employer's Liability ($1 million), Commercial General Liability ($2 million), and Automobile coverage ($2 million). The project is not federally funded. Utility companies require approximately 70 working days from Notice to Proceed for relocations and may remain on-site throughout construction.
