This federal contract opportunity is a request for bid to improve 1.85 miles of the Sheep Creek Loop road in Daggett County, Utah. Major work includes widening, minor profile adjustments, guardrail replacement, drainage improvements, clearing vegetation, shoulder stabilization, a concrete box culvert, cattleguard installation, pavement markings and signage updates. Select pullouts and access roads will be rehabilitated or reconstructed. The cost is estimated between $2.5-3.5 million. The contract will be awarded by the Federal Highway Administration through an open competition solicitation process.

Subject: UT FLAP 218(1) Sheep Creek Geological Loop Road Pavement Recommendations

Background:
This memorandum provides the pavement structural section recommendation for the UT FLAP 218(1) Sheep Creek Geological Loop road project. The project is located in Daggett County UT, on Forest Service Road 218, in the northeast corner of UT, near Flaming Gorge Reservoir. The project will reconstruct 1.84 miles of roadway.
Recommendations:
The scope of the project is to install two box culverts, do some minor realignment, import aggregate where the realignment is being done, and pulverize the remaining portion of the road, topping it off with new asphalt concrete pavement.
The roadway in narrow in some areas. There are cliffs on one side of the road and Sheep Creek on the other. The new roadway will fit on the existing bench where possible. The intent of the structural section design is the fit the available width and raise the road as little as possible.
The existing pavement is oxidized, fatigue cracked, with edge breaking and potholes. The pavement has exceeded its life and will be pulverized to use as base course. Five cores were taken along the 1.84 miles. The core thickness varied from 2¼ inches to 3¼ inches. The existing gravel was measured at the edge of the pavement and found to be 4 inches thick. Based on the available room, the existing typical section, and the desire to use as much of the existing material, the recommend structural section for the realignment section and reconstruction section is:

The new aggregate base is necessary to adjust the elevation of the new alignment, in addition to providing a uniform aggregate layer to pave on.
