Amendment 006

SF 30 - BLOCK 14 CONTINUATION PAGE

The purpose of this Amendment 006 is to:

1. Provide responses to questions received by Thursday, December 03, 2015, at 12:00 PM

Washington DC Time/Eastern Time.

All other terms and conditions of this solicitation remain unchanged.

Request for Proposal (RFP): USTDA-16-D-0001 IQC –Reverse Trade Missions, Conferences, Workshops, Training, and Other Events

Responses to Questions received by Thursday, December 03, 2015, at 12:00 PM

Washington DC Time/Eastern Time

37. The solicitation for price calls for a fully loaded daily rate for each position but does not appear to call for a justification of the loaded rate. Is a breakout of the loaded rates required in the price proposal?

Government’s Response: A breakout of the loaded rates is not required in the price proposal.

As noted in Section B.6.1: FIXED-DAILY RATES (DR), Page 7, Paragraph 1 as well as Part I Section C.2 of the USTDA IQC Events Manual, Offerors’ fixed and fully burdened daily rates shall be inclusive of overhead, general and administrative (G&A), fringe benefits, and profit.

38. You referenced a conference where two geothermal subcontractors were utilized. Is any cost associated with those subcontractors reimbursable at cost?

Government’s Response: Yes. Travel costs for subcontractors are reimbursable at cost, in the same way that travel costs for Contractor travel is reimbursable. In some instances, meal costs are likewise reimbursable. See IQC Events Manual, Part 1, Section C.7.

39. Who would act to find the in-country project developer, the contractor or some else?

Similarly, for workshops, who acquires the SMEs (Subj Matter Experts)?

Government’s Response: It is the responsibility of the IQC Contractor to identify and secure any necessary subject matter expert(s) and to include such expert(s) as part of the Contractor’s proposal for a Task Order.

With respect to “in-country project developer(s)”, if the question refers to local project sponsors that are a necessary element with respect to USTDA’s support of Feasibility Studies, Pilot Projects, and other activities that are outside of the scope of this Solicitation, no such entities are necessary for purposes of this Solicitation. If the question is referring to situations such as the one in the example given during the Pre-Proposal Conference, in which local project developers were included in a technical workshop, such project developers would likely be identified through a number of sources, which may include Contractor research and exploration, as well as referrals by USTDA and/or U.S. Embassy or Consulate representatives.

40. Will contract teaming agreements be allowed?

Government’s Response: Yes.

41. RFP - Page 1, Block 9A reads: Solicitation No. RFP-USTDA-16-D-0001” RFP page headers read RFP: USTDA-16-D-0001” Which one is the correct RFP No.

Government’s Response: The correct RFP number is USTDA-16-D-0001.

42. How can companies without prior USTDA experience qualify given the IQC solicitation experience requirements? (RTMs in particular).

43. Are HUBZone Companies given a preference in the evaluation process?

Government’s Response: No.

44. In Country Conferences/Workshops, who will help to organize these activities

- US Embassy

- Local partner from U.S. Contractor

How does USTDA judge the qualification of the local partner (?)

Government’s Response: The organization of IQC activities is the sole responsibility of the IQC Contractor. See, IQC Events Manual Part II, Section A.6.

USTDA will evaluate all proposals based on an Offeror’s proposed team. See RFP Section E.2.8.

45. Who is making the selection to invite? The Contractor or need USTDA approval on who to invite? Criteria to invite guests to the US? Visa Support for foreign business Delegate?

Government’s Response: Yes.

47. Can you clarify the qualifications of the sector experts (transport, telecom, energy) - Can they be subcontractors/partners or core staff/employees?

Government’s Response: It is the responsibility of the Offeror to propose a suitable team to meet the requirements of the RFP. It up to each individual Offeror to determine the make-up of its proposed team. Please reference RFP Section B.6.1.

48. What is the alternative for past performance contact that has moved on.

Government’s Response: There is no alternative. As RFP Section E.2.8.B, Page 34, Relevant Past Performance states, Offerors shall submit a list of no more than three (3) Government and/or commercial contracts (prime contracts, task/delivery orders, and/or major subcontracts) in performance at any point during the five (5) years prior to the proposal submission date.

Government’s Response: Each proposal is required to satisfy all of the RFP’s requirements at the time of submission.

56. Will “on ramps” and “off Ramps” be advertised on FBO? And will those firms not selected have an opportunity?

Government’s Response: “Off Ramps” will not be advertised on the Federal Business Opportunities (FBO) website. Any open season for a potential “On Ramp” will be advertised on FBO. See RFP Section D.1.16 for further information.

Government’s Response: All proposals must be submitted in accordance with E.2.8.

58. For USTDA Past performance, do we need to submit the form to Country Manager/PM or will you use the evaluation on file? - If evaluation on file, how do we check to ensure one was completed and is in the system?

Government’s Response:

Please see RFP Section E.2.8.B for all the pertinent information relating to the submission of Relevant Past Performance.

59. Could a non-profit 501c(3) with less than 25 employees also qualify as a small business?

Government’s Response: USTDA is not in the position to make such determination. Please consult the Small Business Administration if you have any questions with regard to this matter.

60. During the last IQC period of 5 years, how many vendors were there?

Government’s Response: 28.

64. Can any of those positions be a subcontractor?

positions.

65. What geographic regions has USTDA focused its work in the past 3 years?

Government’s Response: It is recommended that Offerors look at USTDA’s Annual Reports, which are posted on the agency’s website. Each year’s Annual Report includes a list of all activities funded in that year.

70. Is a non-small business permitted to partner as a subcontractor to a small business on a proposal as well as to submit its own bid in the full and open?

Government’s Response: Yes.

71. Aside from the presentation slides, will we be receiving the list of attendees?

Government’s Response: See Amendment 005 that was posted on www.fbo.gov on 02 December 2015.

72. Since USTDA did not address any questions related to the RFP during the bidders’ conference, there is a possibility that bidders will have follow-up questions after receiving USTDA’s responses to the questions which were submitted electronically.

http://www.fbo.gov/ http://www.fbo.gov/

We would like to request that USTDA allow bidders to submit follow-up questions after receiving and reviewing USTDA’s responses. Under the current scenario, questions close on Thursday, Dec. 3rd, so unless USTDA will answer all questions by Wednesday, Dec. 2nd, there will be insufficient time for contractors to submit follow-up questions under the current deadline.

Government’s Response: The deadlines for questions listed in RFP Section E.2.3 remain unchanged.

73. Reference: Section E.2.8, 33, Paragraph B

Question: If we are a prime and a major subcontractor, can we re-use the past performance questionnaire we submitted as a prime contractor for our bid as a subcontractor through reference on the list of three past performance for our subcontract bid instead of having a new questionnaire completed for the subcontract bid?

Government’s Response: Yes.

74. Page 16 of manual – Part 1 – Section C.7.2 f. under “Non-reimbursable expenses” it notes any charges, fees, or other associated costs related to the making of reservations or other accommodations for travel" – does this mean that the contractor cannot be reimbursed for a travel agency fee even if included in the initial budget estimate?

Government’s Response: Yes, the contractor cannot be reimbursed for a travel agency fee even if included in the initial budget estimate. All travel coordination costs are to be included in travel coordinator labor rate in RFP Section B.6.1.

75. Page 7, B.6.1: Request for Fixed Daily Rates. Does that mean USTDA does not want to see a multiplier, only fully loaded daily rates, even though in previous RFPs this was required?

Government’s Response: The RFP neither references nor requires a multiplier. See RFP Section B.6.1.

76. Page 10, Number 4: It is unclear what the “X” is specifically indicating. We would like clarification regarding “Reporting Executive compensation and First-Tier Subcontract Awards”.

Government’s Response: The “X” indicates that this clause is mandatory for inclusion in this solicitation. Please see FAR 52.204-10 to include its prescription at FAR 4.1403 for further information.

77. Page 21, item (d)(2): COI representation. Is there a form or guideline we must use for that? How do we address that? Who defines the COI?

Government’s Response: There is no form or guideline. See RFP Section D.1.10(d)(2).

78. Page 24, D.1.18.1: Non-Disclosure. We would like to see an example of the non-disclosure agreement?

Government’s Response: The Non-Disclosure Agreement will be provided to successful Offerors upon award of the Base IDIQ contract.

79. Page 33, B. Relevant Past Performance. This section states that qualifying examples for

Relevant Past Performance must be drawn from Event Planning and Management Expertise Technical Sub-Factors. This does not appear to allow bidders to cite past experience developing and implementing successful reverse trade missions. Please clarify.

Government’s Response: See RFP Section E.2.8.A.1.(ii)..

80. Page 41, E.5: Certification regarding responsibility. Are we supposed to include this document in the proposal? Is it an amendment or separate document? Where in the proposal does this go?

Government’s Response: Yes, this section must be included in the proposal. This section is included as part of Volume II: Price, Certificates, Amendments, Solicitation Provisions, etc. (see Section E.2.8 of the RFP).

81. Some of our subcontractors are organizations that organize their own conferences in the U.S.

and foreign countries. They do this on their own behalf and not for another party or client.

We wish to use some of these conferences as examples, but we are unsure how we can provide references. Please advise.

Government’s Response: All proposals must be in conformance to the RFP, including the requirements in Section E.2.8.A.1 and B. references in conformance with the RFP.

82. In previous RFP’s there was a requirement stating: The contractor will coordinate and manage both the “and logistical” portions of the RTM. In this solicitation that portion has been removed. Please clarify.

Government’s Response: All proposals must be responsive to the requirements of this RFP.

83. TDA is asking bidders to provide a significant amount of information in their proposals, including 12 examples of past performance, but TDA is imposing a 20-page limit on proposals. This is insufficient to allow the bidder to effectively present information that should important to USTDA in their proposal evaluations. We would like to request an increase in the proposal page limit to 50 pages.

Government’s Response: The page limit requirement remains unchanged. See RFP Section E.2.8.

84. Section N/A, Page N/A, Paragraph N/A.

Question: The Public Affairs/Governmental Affairs Liaison during the Conference Call mentioned some new requirements from the Public Affairs team for implementing contractors under this IQC. Would you please confirm that the following two requirements apply to the current IQC RFP USTDA-16-D-0001: 1) that the IQC contractors’ websites must provide secure log-in capacity to participants and 2) that the contractor provide information regarding what the delegation is up to during tours in pictures and 140 characters of text to be shared through USTDA social media profiles? Previously, the secure log-in for participants could be hosted on a separate site, not the contractor’s own site.

Government’s Response: For the first part of the question, see IQC Events Manual Part I Section C.4. USTDA requires that contractors utilize an electronic platform for registration and marketing events. The site can be on either the vendor’s own site or a separate site that provides the ability to market events and securely capture registration and payment for events.

For the second part of the question, see IQC Events Manual Part II Section D.4.

85. Reference: Section E.2.8 VOLUME I (a) and (b) – TECHNICAL AND RELEVANT PAST

PERFORMANCE, Page 32, Paragraph A.1.iii

Question: Please clarify on which “social media platforms” are acceptable for the marketing expertise qualifications. Our general understanding of social media platforms consisting of Facebook, Twitter etc.

Government’s Response: See Amendment 005 that was posted on www.fbo.gov on 02 December 2015.

87. D.1.2.4 states citizens only. How does that work with overseas support? We have offices in several countries that can be of value to our efforts and coordination. How can you work with this?

Government’s Response: See Response #22 on the Questions and Answers (Amendment 004) that was posted on www.FBO.gov on 01 December 2015.

88. Economy class airfare -- should the tickets be fully refundable or refundable/changeable?

Government’s Response: See IQC Events Manual Part II, Section F.2.

89. For volume II due on 12/18/15, how do we estimate the other direct costs? should I submit rate sheet for labor categories only?

Government’s Response: In proposals due in response to this RFP, only fully burdened rates associated with the labor categories associated with RFP Section B.6.1 should be submitted.

90. Question regarding the reverse trade missions and workshops: Does USTDA choose the

U.S. companies that are invited to attend a reverse trade mission or workshop, or is the contractor responsible for soliciting companies that participating?

Government’s Response: See IQC Events Manual Part II, Section C.4.

91. Reference: Amendment 002, Page 1.

Question: When an amendment is made to the RFP, does it include the entire RFP, including the changes made, so that we do not have to go back to the original RFP?

Government’s Response: Each amendment includes the entire RFP including the changes.

92. Reference: Section B.5.2., Paragraph (b).

Question: Who is the COR?

Government’s Response: The Contracting Officer will notify successful Offerors of the assigned COR upon award.

93. Reference: Section E2.4, Paragraph 29.

Question: Since, currently Amendment 002 is the latest amendment, does this, however, also mean that we have to sign and return all 58 pages of Amendment 001, even though we are not working with that amendment since amendment 002 supersedes amendment 001?

Government’s Response: The SF 30 for all amendments must be signed and returned as part of the proposal.

94. Reference: Section A, Page 33, Paragraph i, ii, iii.

Question: May some of the key personnel or staff be SubContractors or 1099 contract personnel?

95. Reference: Section Attachment D.2.1, Paragraph: Direct Labor.

Question: May we use the same person to do different tasks? E.g. Can the same person do the Conference coordination, Travel coordination, and the report writing?

96. Reference: Section B, Page 33, Paragraph 1.

Question: Can any of the 3 references be partner organizations (e.g. A World Trade Center was asked by the regional Chamber of Commerce to do everything from A to Z for a high level Dubai RTM.) Can the Chamber be one of the 3 references? Or can a bi-chamber be a reference? The Colombia bi-chamber had a World Trade Center host an event for their Ambassador to the US. Or can it be Confucius Institute? They had a World Trade Center plan, develop, and host a Chinese New Year event last February with 40 delegates from Beijing. Or can the reference be a Consulate General? A Czech Republic Consulate General had a World Trade Center plan, develop, and host a delegation from the Czech Republic.

Government’s Response: See RFP Section E.2.8.B.

97. Can we include subcontractors in the proposal?

Government’s Response: It is the Offeror’s responsibility to determine how to staff its positions.

98. Could you provide a list of current contractors for this IQC contract?

Government’s Response: Yes. The names can be found in the Questions and Answers document (specifically the answer to Question 2) under Amendment 004 that was posted on www.fbo.gov on 01 December 2015.

99. Approximate spending of current IQC contract.

Government’s Response: To date approximately $49 million.

100. On the current IQC (the one that expires 2/25/2016), what percentage of work was awarded to small business concerns?

Government’s Response: 60%.

101. On the new IQC will task orders be set-aside for small businesses or competed amongst all fifteen awardees?

Government’s Response: See RFP Section D.1.9.

102. Reference: Responses to Questions received by Monday, November 23, 2015, Page 1, Answer to question 3.

Question: Please confirm if conference agendas can be included as images in the Technical and Relevant Past Performance Volume. In addition, please advise if the font size requirement is applied to text contained in images.

Government’s Response: See Section E.2.8 of the RFP, which includes font size requirements.

103. Clause #17 on page 10 is checked. Is a small business subcontracting plan required as part of this submission? Or is this something that can be submitted upon contract award? If it is required, shall it be included in either volume 1 (technical) or volume 2 (price)?

Government’s Response: Small Business subcontracting plan is only required from Offerors that are large businesses. The plan would be required upon Base IDIQ contract award.

104. USTDA’s focus is emerging markets – Does this mean that established markets are out of scope? Are there any priority regions for this project?

Government’s Response: As stated in Section D.1.1 of the RFP, USTDA’s statutory mission is limited to working in developing and middle income countries. For examples of the countries in which USTDA is active, see prior USTDA Annual Reports, which are posted on USTDA’s website, each of which includes a full listing of all projects funded in that fiscal year.

105. As the thrust of the program is emerging markets and big infrastructure projects – is the reverse trade mission purely for large companies or could it involve EDOs / Ministries of those emerging economies?

Government’s Response: See the IQC Events Manual, Part I, Section C.5 The relevant Host Country procuring entities may be of any size and may be of either the public or private sectors.

106. US capability can be spread across the country – how are the missions events typically coordinated - do they focus on a particular cluster / hub or do they focus on a project type and USTDA pull in companies from around the US?

Government’s Response: See the IQC Events Manual, Part I, Section C.5.

107. For missions and events, is the contractor responsible for all aspects of sourcing and delivery or just doing the foreign company liaison whilst USTDA help with logistics on the US side?

Government’s Response: See IQC Events Manual Part I, Section C.1 and Part II, Sections A, B and C.

108. Does the contractor have to list all potential sub-contractors as this stage? Given the variety of markets and sectors it is difficult to suggest potential partners.

109. How do we estimate total days without knowing the scope of work? Same for subcontractor rates and miscellaneous items? Do all cells have to be completed on the pricing document or can we select N/A to those that don’t apply.

Government’s Response: In proposals due in response to this RFP, only fully burdened rates associated with the labor categories associated with RFP Section B.6.1 should be submitted.

110. What was the average value of each scope of work during the last contract? Both for

Small businesses and large corporations?

Government’s Response:

- Average Value (158 Awards): $309,202.32

- Average Value – Large Businesses (77 Awards): $321,433.14

- Average Value – Small Businesses (81 Awards): $297,575.48

111. Section E.2.2, Proposal Due Date, Paragraph 1, Page 28: Can USTDA confirm that the transmittal letter does not count towards the 20 page limit?

Government’s Response: The transmittal letter will not count against the 20 page limit.

112. Reference: B.1, Page 5.

Question: Are all other direct costs reimbursed on an at cost basis, or is the contractor allowed a mark-up on other direct costs? Also, would USTDA consider translator services a type of reimbursable cost?

Government’s Response: See IQC Events Manual Part I Section C.2.

113. Reference: Section B.4, Page 6.

Question: What is the average amount of time a contractor has to respond to a task order that is issued on this contract, and is there a forecast for events for the base and option years?

Government’s Response: An average amount of response time per task order is two to three weeks. Secondly, because USTDA is a demand-driven agency, USTDA cannot predict the number of events per year and per work area. However, USTDA notes that over the last five years on average USTDA has contracted at least 35 event activities per year.

114. Reference: Section D.1.2, Page 17.

Question: Can the USTDA please provide more detail on the role of attracting foreign dignitaries and buyers for these events? Is it the sole responsibility of the successful contractors to attract interested foreign parties, or will USTDA be playing a significant role in this as well?

Government’s Response: See IQC Events Manual Part II Sections A.1, A.4. and A.5.

115. Is copy of insurance required as a prerequisite or is it needed during award?

Government’s Response: No, it is not required in response to this RFP.

116. To prove past performance record can we include pictures or video link in our technical submission?

Government’s Response: No.

117. Are there standard USTDA rates and established marginal profit levels for labor? ( For instance 15 or 20% added to overhead or total cost)?

Government’s Response: No.

118. When conducting assignments outside USA are contractors allowed to use Business class, Premium or is the standard economy? This will allow us in competing favorably.

Government’s Response: This question is not relevant in responding to the RFP. To be responsive all that is required is daily rates for Offeror’s core staff as identified in RFP Section B.6.1. For general information on air travel, see IQC Events Manual Part II, Section F.2.
