About this file

The provided file is a Questions and Answers (Q&A) spreadsheet for Solicitation Number USCA25Q0260, a Social Media Monitoring Tool procurement by the Administrative Office of the U.S. Courts (AO). The solicitation seeks a single vendor to provide a comprehensive social media platform with publishing and monitoring capabilities for two social media accounts (Twitter/X and LinkedIn), supporting at least 10 keyword monitoring terms across multiple platforms. Key requirements include real-time updates, mobile and desktop access, an existing pre-configured solution, and immediate deployment following contract award.

The procurement is a Lowest Price Technically Acceptable (LPTA) evaluation with quotes due by 12:00 PM EST on June 24, 2025. The tool must support three user accounts with content sharing capabilities for AO leadership, and while the vendor is expected to provide customer service for setup and optimization, the AO does not require direct social media engagement or integration with a CRM system. The solicitation is unrestricted and not set aside for small businesses, with quotes to be submitted via email to specific AO contacts. The AO anticipates potential growth in user accounts and social profiles over the contract's duration.

Q&A for USCA25Q0260

NumberReferenceQuestion
1SOWAre you only looking for a single vendor that offers both social listening & scheduling/publishing, or are you open to multiple vendors to ensure you have the best capabilities on each front?

If you're open to evaluating the best social listening solution & the best posting/engagement solution separately, I'd love to submit a bid. If not, and you're looking for an all-in-one (regardless of listening limitations), please let me know.

Government Answer:

We are looking for one vendor to do all of the requirements. We are not soliciting for partial awards.

2SOWAre you open to a single bid in consortium (our leading social listening platform & one of our partners for scheduling/posting) to ensure you have the best over tech stack in place (again, all-in-one solutions will miss a vast majority of conversations that a dedicated listening solution vendor will pick up)? Or are you only open to a single/all-in-one platform?
Government Answer:

The Government is looking for one vendor with a single platform.

3 SOW Section 2.2 Our platform currently provides real-time or near-real-time monitoring and analytics for all of the listed platforms except Mastodon. Due to the federated nature of Mastodon, we are not confident that comprehensive third-party monitoring coverage of this platform is technically feasible at this time. Based on our internal research and current understanding of the limited access available to Mastodon through third-party tools, we wanted to clarify whether a solution that meets all other requirements would still be considered for award. Could you please advise whether a solution that meets all other solicitation requirements but has limited or no monitoring capabilities for Mastodon would still be considered technically acceptable for award consideration?

Government Answer:

Mastodon is not a required platform for monitoring and has been removed from the SOW and Attachment 2.

4N/AHow many social networks will Courts be adding to the solution?
Government Answer:

The courts will have two social media accounts hooked up to the publishing component of the tool. The accounts are for Twitter/X and LinkedIn.

5N/AHow many social listening queries will the Courts need? Five is our minimum but we can go as high as 150.
Government Answer:

The AO would like to monitor at least 10 keyword terms at a given time.

6Does this program currently exist? If so, Can we be provided with official access to the current program?
Government Answer:

The AO currently has a social media monitoring service only.

7If the program does not yet exist, would you need a mobile app apart from the web page?
Government Answer:

The AO requires a pre-existing social media publishing and monitoring service. The AO would like mobile and desktop access to the platform.

8A "sophisticated" search engine like you requested, takes time to build. How fast are we expected to deliver on this tool after NOA?
Government Answer:

The AO requires an existing social media publishing and monitoring service that we can begin using immediately following the contract award.

9How often are we intended to provide updates and logs?
Government Answer:

The AO expects real-time updates to the social media monitoring component and access to a customer service team to help with set-up and troubleshooting.

10Is this a LPTA contract? If not, how heavy in the consideration does past performance lie?
Government Answer:

Yes this is a LPTA evaluation -- please see Section M-1 Evaluation Criteria.

11How many total social profiles do you have included?
Government Answer:

The AO currently has 2 social media accounts that we'd like to add to the publishing component of the tool. The accounts are for Twitter/X and LinkedIn.

12Would you be looking to scale and grow the amount of users, social profiles, and departments over time?
Government Answer:

It is possible that the amount of users acounts and social profiles will grow over the next several years.

13Which Customer Relationship Management (CRM) system do you use today?
Government Answer:

The AO does not currently have a Customer Relationship Management system and are not interested in obtaining one as of now.

14Is there a separate team responding to feedback and engaging with customers on social media? Or is that within the scope of the three user accounts?
Government Answer:

That is within the scope of the 3-user account. But, content needs to be shared with AO leadership outside of the 3-user account.

15What kinds of questions / customer feedback on social media are you responding to?
Government Answer:

The AO generally does not respond to social media posts directly.

16Are you creating cases from social media today and then creating tickets by passing them into the CRM? Please walk us through your current process, or desired state.
Government Answer:

The AO does not have a Customer Relationship Management system and has no interest in one for this requirement.

17How many different types of topics would you like to be tracking with social listening / monitoring at any given time?
Government Answer:

The AO would like to monitor at least 10 keyword terms at a given time.

18Would you be looking to integrate social data into any other BI tools?
Government Answer:

No.

19Are there any service components to these requirements that you would anticipate?
Government Answer:

The AO expects regular customer service checks to help with set-up and optimization of the system.

20What CRM(s) does the social medial tool need to be compatible with?
Government Answer:

See the answer to Question 16.
