Instructions Instructions: The Offeror shall complete this Requirement Traceability Matrix (RTM) and submit it as part of the Offeror's proposal.

1. Full Operating Capabilities Tab The Offeror shall answer (S,W,M.F,C,O,N) within column D (Conditions). See code table below for more information.

The # Capability (Column A in the following tabs) maps to the PPS CCMS Business and System Diagrams. Additionally, the # capabilities are traceable to the PPS CCMS Pretrial and Lifecycle, Presentence, and Post Conviction Business Capability Details Documents which are Attachment 5 -PPS CCMS Pretrial and Lifecycle Business Capability, Attachment 6 - PPS CCSM Presentence Business Capability, and Attachment 7 - PPS CCMS Post Conviction Business Capability.

Offerors shall use the following Conditions Definition codes to complete the Full Operating Capabilities tab which will help validate the solution’s suitability in meeting the Business, Security and Technical capabilitiesof the solution. For each capability, Offeror will select from choices below:

[006]Manage Client Drug Results & SchedulingManaging client drug test results, including managing contract/non-contract program plans, searching for and viewing client drug test results, assigning/managing drug phases for my clients, reviewing phase calendars, (randomly) generating phase calendars, and managing phase parameters.
[007]Manage Digital MediaManaging Digital Media includes client and case related documents, photos, videos, and audio recordings. The digital media (e.g., scanned documents) related to a client in one or more cases. Includes submission of case files to United States Sentencing Commission (USSC). This capability also includes the ability to manage/host law enforcement sensitive training videos and materials, and procedure manuals. The capability should support scanning of ducuments, document and data warehousing and archiving. The solution shall provide OCR (Optical Character Recognition) /ICR Intelligent Character Recognition

(ICR).

[008]Manage Clinical Services & Referrals (non-contract and contract)Includes activities related to managing the clinical services available to use with clients and includes activities related to contract and non-contract referrals for clinical services. This capability is used to ensure accountability between what the probation office and the contracted vendors. This capability should allow electronic referrals and electronic invoice and treatment report submissions (3rd Party Portal).
[009]Manage Reporting RequirementsIncludes activities related to reporting (in-person, by telephone, internet reporting, ect.) requirements for client supervision (see Electronic Reporting System –ERS). Ideally this capability would be managed through a third-party portal.
[010]Manage In-House Drug Testing ProgramIncludes activities related to in-house drug testing programs: inventory of supplies, managing testing log and chain of custody forms, random scheduling of testing, scheduling of required testing personnel, notification to clients, recording of test results, and the ability to request confirmation testing.
[011]Manage / Perform Field ActivitiesIncludes activities performed in the field.
[012]Manage Configuration/System ManagementManaging the settings, lists, and preferences (both system wide, district wide, and personal) that drive the system (Profile Management).
[013]Manage Access to SystemThis capability shall be handled by National Active Directory or Federated Services and not at the application level.
[014]Manage District Client Record Access RequestsIn order to see information related to a client in that has been recorded in a different district, an officer can submit a request to get permission to view info on client from another district. That district can review the request and give or deny permission to the officer in other district see that information.
[015]Manage ChecklistsManage checklists including: 1) managing checklist templates and 2) managing active checklists attached to specific tasks. Managing checklist templates includes creating templates of checklist items that can be combined and used for tasks in the future. These templates are at the national level, district level and personnel level. This allows checklists to be defined and tailored to different situations and used as building blocks in the future. These checklists include individual checklist link items (which can be hierarchically arranged).Managing active checklists attached to specific tasks involves selecting one or more checklist templates (and any level or combination of levels) to create a specific instance of a checklist to be used for a specific tasks that I have been given (e.g., build a checklist for a specific Presentence Investigation & Report tasks that has been assigned to me for Joe Smith and Case #ABCD123). After the checklist has been built for this task, the user can start using the checklist to perform their duties.
Pretrial Capability
[016]Pretrial Services Investigation and Bail ReportConducting an investigation / interview of a defendant for bail purposes and the preparing of a report (that provides information to the court) that includes information / recommendations pertaining to the pretrial release of each individual charged with an offense. This includes information relating to any danger that the release of such person may pose to any other person or the community, and, where appropriate, include a recommendation as to whether such individual should be released or detained and, if release is recommended, recommend appropriate conditions of release. This pretrial investigation encompasses the pretrial interview and the activities related to verification of the information provided through collateral contacts with friends, employers, relatives, automated databases (such as credit companies and law enforcement), record checks, and collateral contact with other districts. In other words, when a defendant is summoned to federal court or an arrest warrant is executed, a pretrial services officer initiates an investigation.
[017]PT Material Witness InvestigationA material witness is an individual whose testimony is material to a criminal proceeding. If a party shows that the testimony of a material witness cannot be secured by subpoena, the judicial officer may order the arrest of the person and treat the person in accordance with the release and detention provisions of 18 U.S.C. § 3142. The officer interviews a material witness the same as any defendant. Material witnesses are not referred to as “defendants” because they are not charged with crimes.
[018]Ad Hoc Pretrial Services Investigation/ReportOfficers conduct ad hoc pretrial services investigations and reports to deal with a variety of circumstances. These investigations/reports need to be flexible in format/content and need to be customizable. The format of the ad hoc pretrial services investigations/reports need to be saved and shared (i.e., as an empty template that can be shared).
[019]Manage Pretrial Risk Assessment (PTRA)Includes activities related to performing a risk assessment of a client in the form of a Pretrial Risk Assessment (PTRA). The PTRA is an actuarial risk and needs assessment tool developed by the Administrative Office of the United States Courts and endorsed by the Judicial Conference Committee on Criminal Law. The PTRA assesses factors demonstrated by scientific research to be important predictors of risk. Note that this is currently performed in a separate application.
[020]Manage My Pretrial InvestigationsManaging this user's list of pretrial investigations.
[021]PT Initial Case Supervision Plan (ICSP)The purpose of supervision planning is to create an evolving, individualized, evidence and outcome-based plan of action to monitor the client's compliance with the conditions of release and intervene as necessary to address any identified risks. The desired outcome in all cases is the successful completion of the term of supervision during which the client commits no new crimes, appears in court for all scheduled hearings, and complies with all other conditions of release.
[022]Review & Update PT Supervision Case PlanIncludes activities related to the update of the pretrial services supervision plan (since the plan is a living document and potentially constantly changing).
[023]Pretrial SupervisionActivities related to the supervision of a federal defendant under pretrial supervision. The purpose of pretrial services supervision is to assure compliance with conditions of release and to provide the defendant with services as needed. The pretrial supervision process is an ongoing cycle of investigation, assessment, planning, implementation, and evaluation. Each condition entered in the release order is monitored and where applicable verification may need to be uploaded (e.g., employment verification, surrender of passport, etc.). Treatment referrals may need to be made with appropriate contracting. Includes conducting home assessments, preparing and approving PT supervision plan, monitoring & addressing pretrial conditions/risks, providing courtesy PT supervision, requesting/recording/reviewing PT drug & alcohol testing, updating the PT supervision case, and managing noncompliance.
[024]Pretrial Noncompliance / Violation Investigation / ReportWhen officers become aware of an apparent violation, they are to conduct a thorough investigation by obtaining relevant documentation and interviewing appropriate persons and entities to verify the information received and explore the context. Activities may include contact with the defendant, defense counsel, law enforcement, and other relevant persons and entities.
[025]Manage Pretrial Release, Detention Orders, & Hearing ResultsManaging the release orders and detention orders for a client. Often several release / detention hearings happen to address issues brought up by the court. Need to be able to monitor and record the results of release / detention hearings.
[026]Manage New Arrest / Charge RecordManaging new arrests or charge records for a client.
[027]PT Status ReportOfficers conduct an investigation and assessment cycle in order to prepare a Pretrial (PT) Status Report (also called Release Status Report) for the court. This investigation includes a criminal records check. For a defendant that is found guilty of an offense and who is awaiting imposition of a sentence, the officer is directed to determine if and how the conviction impacts continued pretrial release. The PT Status Report (Form PS 38) provides a summation of the defendant’s compliance with conditions of release and additional information that shall assist the court in determining whether the defendant should be continued on release or detained. The officer submits the PT Status Report, along with a copy of the pretrial services report, to the judicial officer and to counsel.
[028]PT Pretrial Diversion Investigation & ReportActivities when a pretrial diversion investigation is received from the US Attorney's Office for the pretrial services office to begin a pretrial diversion investigation before a defendant is accepted into the diversion program. The officer prepares a report that guides the United States Attorney's office and the court, as applicable, in making determinations related to the pretrial diversion program. These activities include creating the Diversion Agreement. The diversion process may start either before or after the formal filing of charges; in either case, prosecution is suspended.
[029]Diversion SupervisionPretrial diversion is an alternative to prosecution, which seeks to divert certain candidates from traditional criminal justice processing into a program of community supervision administered by the United States Pretrial Services or Probation Office. The diversion process may start either before or after the formal filing of charges; in either case, prosecution is suspended. Participants ("divertees") who successfully complete the pretrial diversion program are not charged or, if they are charged, have the charges against them dismissed; unsuccessful divertees are terminated from the program and may be prosecuted. Diversion (i.e., probation before judgment) Supervision is the same as Pretrial Supervision except the outcomes are different (diversion happens before trial, get "probation before judgement" and if non-compliant then may go to trial.

Presentence Capability
[032][Standard Guideline] Presentence Investigation & Presentence Report (PSI & PSR)This includes the PSI and PSR that is prepared in felony or Class A misdemeanor cases for which the USSC has promulgated a guideline. The PSR is the result of a comprehensive PSI. This includes conducting an investigation / interview of a client (including interviews of other, relevant persons and entities) for purposes of recommending sentencing of a client convicted of a federal crime and the preparing of a report (that provides information to the court and counsel of record) that includes information pertaining to the investigation findings and recommended sentence. The are approximately 11 different PSI/PSR's.
[033]Retroactive Sentence Reduction PSR (RetroPSR)This is a PSR prepared to assist a judicial officer in determining the impact of a retroactive sentencing guideline amendment on a previously sentenced client’s imprisonment term. In other words, when a client is sentenced but the law related to that sentence has changed and the changes are made retroactive then that client (and all other affected clients) needs their original sentences reviewed to determine if their sentence should be changed (i.e., reduced) and this results in a retroactive sentence. A PSI is not requested as the resentencing implicates amended guidelines or statutes. This is wish list item.
[034]Remand PSI & / or PSR (RemPSI & RemPSR)This PSR is created based upon a remand from an Appellate Court (based on an appeal). Appeals can state that the court / judge or the officer made an error (e.g., did not follow the law or the guidelines were calculated incorrectly, etc.). The Appeals Court reviews the appeal and can uphold the court’s sentence or remand the case for resentencing. If the case is remanded, the officer needs to provide the court any information it may need to resentence the client.
[035]Calculate Offense Level (Offense Level Calculator OLC)The Offense Level Calculator provides presentence officers with an automated tool to calculate the federal sentencing guidelines used in the sentencing of federal defendants. This is currently a separate system. May start as interface to the external system and then incorporate calculator into the core system. Needs to be updated regularly to accommodate changes made by USSC (at least every year on the first of November and sometimes more often).
[036]Manage Specific Retroactive Sentencing Guideline WorkNeed the ability to search for and flag existing PSIs and PSRs (e.g., guideline, non-guideline, modified, expedited, etc.) so that the appropriate retroactive sentencing reductions can be included in the amended PSR. This is used as an "umbrella" to identify work that is under a change to sentencing guidelines or dealing with remand issues that affect more than one PSR. Includes the ability to mark any PSR as related to a new sentencing guideline change or remand and then perform the associated work. This work could be a complete PSR or an addendum to an existing PSR. Officers want to be able to search for all cases with specific criteria and determine what cases need to be changed.
[037]Judgment and Commitment (J&C) OrderThis Judgment and Commitment (J&C) Order form is prepared for the court and provides the court with client details regarding their imposed sentence. Includes (where appropriate) actual custodial sentence (e.g., custody term), and conditions of sentence (e.g., supervised release, drug treatment, mental health treatment, etc.), offense of conviction, and special conditions (e.g., restitution – including fines / amounts, who is to be paid and in what order, and contact information of who to pay, etc.). It includes every aspect of sentence – this is a public document unless filed under seal by the judge.
[038]J&C Order for Organizational Client (J&CO)This Judgment and Commitment (J&C) Order form is prepared for the court and it provides the organizational client details regarding their imposed sentence (i.e., J&CO). This document is similar to the J&C for an individual client. Includes (where appropriate) actual custodial sentence, and conditions of sentence, offense of conviction, and special conditions (e.g., fine, assessment, restitution). It includes every aspect of sentence – this is a public document unless filed under seal by the judge.
[039]Statement of Reason Document (SOR)The Statement of Reason Document (SOR) is a document that includes the reasoning for the sentence imposed. It includes personal information about the client, the total offense level, criminal history category, and sentencing guideline range. This is a private document that is only given to the judge, the BOP, and the USSC (i.e., not for public disclosure).
[040]SOR for Organizational Client (SORO)The SOR is document that includes the reasoning for the sentence imposed on an organizational client. It includes the total offense level, and sentencing guideline range. This is a private document that is only given to the judge, the BOP, and the USSC (i.e., sealed document - not for public disclosure).
[041]Perform Sentence ActivitiesConducting post-sentence processing, following up on voluntary surrender, closing pretrial case, and monitor imprisoned offenders.
[042]Manage Sentence RecordIncludes activities related to preparing the sentence record for a client after the sentencing hearing.

[049]PC Transfer Investigation (includes within district transfer)Includes activities related to investigations for transferring a client from one location / district to another (or within a district). This results in an investigation and report prepared for another probation office on appropriateness for transfer of supervision. Note: the investigation is not considered complete until the officer accepts or denies supervision. The acceptance of a client on courtesy supervision does not satisfy the investigation.

Manage Prerelease SupervisionIncludes activities related to the supervision of a federal offender/client who is currently imprisoned or at a Residential Reentry Center (RRC) / Community Correction Center (CCC) and is a targeted for post-conviction supervision. Clients are typically released from the Federal Bureau of Prisons (BOP) to a Residential Reentry Center (RRC) prior to their full-term supervision type release date. Supervision planning activities are geared toward formulating the initial supervision plan and include primary interview, home assessment, review sentencing packet, sometimes client part of PCRA, etc.
[058]Preliminary Interview (Initial Assessment) to Post-ConvictionIncludes activities related to the investigation that is performed in preparation for the preliminary interview with the client. Officers review available written materials, orient and interview the client, and conduct home inspections and collateral contacts. Some of these activities may be unnecessary for probationers when they would unnecessarily duplicate activities recently undertaken during the pretrial period or as part of the presentence investigation. Officers are also to conduct criminal record checks for the existence and status of detainers, pending charges, or other sentences. Includes activities related to the initial assessment of a client. Officers review documentation, meet with clients, examines past criminal behavior, conduct on-site examinations, and develop collateral sources. This information is used to assess the client's risks, needs, and strengths for the purpose of preparing the initial supervision plan.
Manage Types of PC SupervisionsIncludes activities related to different types of PC supervision.
[059]Manage PC ProbationIncludes activities related to managing a client (an individual person) while on probation. Probation is imposed as a substitute for imprisonment or in addition to home detention.
[060]Manage PC Probation for a CorporationIncludes activities related to managing corporation probation.
[061]Manage PC Supervised [ReleaseIncludes activities related to managing a client under supervised release (which is imposed in addition to (after) imprisonment).

[063]Manage PC Parole, Mandatory Release, Special Parole TermIncludes activities related to managing a client under parole, mandatory release, or special parole term.
[064]Manage PC Treaty SupervisionIncludes activities related to managing a client who is on treaty supervision that is related to supervised release of persons transferred for service of sentence under the prisoner transfer treaty (i.e., an American citizens who have been imprisoned in foreign countries and have been returned to the United States under treaty agreements).
[065]Manage PC Courtesy SupervisionIncludes activities related to post-conviction courtesy supervision (type of probation, TSR, parole), which is short-term supervision provided by a district as a courtesy for another district. Courtesy supervision is authorized under 18 U.S.C. § 3603(4) and often is requested on those wishing to travel to another district for a lengthy visit or to move to another district permanently but have not yet been accepted by that district as a transfer.
[066]Manage PC Unsupervised ProbationIncludes activities related to clients under unsupervised probation.
[067]Manage PC Low Intensity Supervision (LIS)Includes activities related to low risk clients under low intensity supervision.
Non-adjudication PC SupervisionsNon-adjudication supervisions require confidential reports, specific checklists, and different procedures.
[068]Manage PC Deferred Motion to Adjudicate Guilt (MAG) ProbationIncludes activities related to clients under deferred motion to adjudicate guilt (MAG) probation. Deferred adjudication is usually for first-time offenders and people charged with less serious misdemeanors. Accepting deferred adjudication means that the defendant pleads guilty to the criminal charge and the judge defers a finding of guilt. If the client successfully completes deferred adjudication probation, the court shall dismiss the charge against the client. Violation of any of the terms (i.e., conditions) of the deferred adjudication probation, however, shall result in a motion to adjudicate guilt (created by the officer). If the court rules that the client violated their deferred adjudication probation, then the client can be sentenced to the maximum penalty for the original criminal offense for which they were charged.

The purpose of supervision planning is to create an evolving, individualized, evidence, and outcome-based plan of action to monitor the client's compliance with the conditions of release and intervene as necessary to address any identified risks. The desired outcome in all cases is the successful completion of the term of supervision during which the client commits no new crimes, appears in court for all scheduled hearings, and complies with all other conditions of release. The supervision plan utilizes evidence-based practices/strategies of monitoring, restrictions, and interventions.

[077]Manage Alternatives to Incarceration (ATI) ClientsAlternatives to incarceration (ATI) is a program that helps nonviolent federal defendants. Participants are subject to intensive supervision, which consists of a structured treatment regimen, supportive services, frequent drug testing, and monthly court appearances. They also must complete their GED, attend an educational program, sustain employment, and maintain sobriety for at least 12 consecutive months. This is similar to pretrial diversion supervision. This is included in here to account for districts that may manage and supervise these cases as “probation” type cases.
