Introduction
| PPS IT Interfaces |
| This document identifies the interfaces that currently exists with the PPS IT portfolio. It provides a high-level description of those interfaces in sufficient detail to help the contractor understand the scope of interface work. It does not provide specific interface requirements or technical specifications for building those interfaces. |
| The following tabs provide details on the required interfaces including: | |

| System List | Provides high-level details for each system including a functional description. |
| PACTS Interfaces | Data exchange table that describes the types of data and protocols used for exchanging data for each system in the current PPS portfolio. |
| Definitions | |
| Data Exchange | The transmission of one or more data elements between two systems. |
| Interface | The collection of automated data exchanges that must occur between the IM and a system that is outside the IM system boundary. For the purpose of this document, interfaces do not include human-machine interfaces, and data exchanges that require manual or man-in-the-loop activities to complete. |
| Interface Control Document | A technical specification that defines the details of all the data exchanges, data elements, formats, protocols, and other technical details that describe the exchanges data between the IM and the external system. Generally, a separate ICD will need to be developed for each interface. |

| BOPORR | The BOP Offender Release Report is an application that allows users to create reports displaying a variety of information on offenders scheduled to be released to the community. The application was designed to serve the following purposes: •To Serve as a Planning Tool: The Offender Release Report displays offenders projected to be released over the course of the next 12 months. This report is essential for prerelease planning and provides release information on cases in which documentation may not have been received from the BOP.•To Display Offenders Released but Not Under Supervision: This application flags cases in which offenders have been released from BOP custody but supervision hasn’t been opened in PACTS. Steps/Procedure(A list of each step in the data entry process for this subject)Creating the Offender Release Report•Navigate to Portal to External Resources.•Click on “BOP Offender Release Report.” •Search Components (Search Districts/Individuals)= You can use two points of entry/components located on the left side of the application interface to search within the database. The first component is Search Districts. (This is the default tab.) The second component is Search Individuals. To switch from one search component to the other, click on the desired tab to the left, and the search criteria available for that component will be displayed.•Choose Release Date Start and Release Date End = These fields allow you to select the release start date and release end date for the report search. 2 Red Flag: Selected as the default and includes unassigned offenders released either within the date range or within the date range and prior (default). There are five primary reasons why the cases are red flagged: The offender was released to a detainer, and probation failed to open the case as inactive in PACTS. The register or marshal’s number in PACTS is inconsistent with that in the BOP’s system. The offender is being actively supervised, but the case has not been opened in PACTS. The court did not order a supervision term to follow the offender's release. The offender failed to report to probation and is not being supervised.Orange Flag: Selected as the default and includes unassigned offenders projected for release within the date range with the release date before today (including today).Blue Flag: Selected as the default and includes unassigned offenders projected for release within the date range with the release date after today.Green Flag: Selected as the default and includes all assigned offenders within the date range.•Zip Code = Default All. The report will match the ZIP code to either Prerelease ZIP or Release ZIP. You may enter multiple ZIP codes by separating them with a comma. Wildcards are designated with an asterisk (*).•Search RRC Date Only =This option is not selected as a default. Check this option only if you want the search to include the residential reentry center date. This field is useful because it indicates offenders who are leaving prison for the halfway house. Probation officers could use this information for supervision planning.•Column Selection = Default All. This option allows you to select which columns the report will display. The column titles include Assigned To, Last Name, First Name, Sex, Register No., SSN, FBI No., INS No. (ICE), Sex Offender Status, DNA No., Prerelease ZIP, RRC Date, RRC Dest., RRC, Release Date, Release Status, Release to District, Release ZIP, Residence State/Country, Facility Code, and Sentencing District.•District = Allows you to run a report for all districts or specific districts. To select a specific district, click on the down arrow beside the field, and the below screen will be displayed. The screen allows you to select all or clear all districts. If you click on the “Clear All” tab, you will have to select the district(s). Also, the report will automatically default to the last district selected. Upon selecting the desired district(s), you can click on the down arrow again to compress the District menu.
3 •Records Per Page = Allows you to display the number of records per page in the report. The default option for this field is 200. To select another option, click on the down arrow next to the field. The available options for this field are 25, 50, and 100. •Click “Create Report.” Steps/Procedure(A list of each step in the data entry process for this subject)Removing Red Flags For offenders who are released and unassigned to a supervision officer, a red flag is displayed in the Assigned To field along with the number of days they have been released. The red flag exception functionality allows you to click on the red flag and enter a reason why the BOP release cannot be opened as active or inactive in PACTS.•Select one reason from the Reason Why BOP Release Cannot Be Opened up as an Active or Inactive Case in PACTS radio button list. The list of reasons may grow over time as needed, but the current options are—The court did not order the supervision term to follow the offender's release, or the conviction/sentence was vacated.The inmate has been released to authorities in a foreign country under a treaty transfer agreement.This is a DC Superior Court case being supervised by local (CSOSA) officials.The offender’s supervision will be reported to the Administrative Office (AO) via Form 98.The offender is in escape status from prison/RRC facility.The release date in the report does not match the verified release date information.The BOP has an incorrect U.S. marshal/register number. (The correct number is in the PACTS supervision case.)The offender died prior to being received for supervision.•Enter a detailed explanation for the exception reason. The red flag will automatically be removed, and you will be returned to the updated report results.Frequently-Asked QuestionsQ: How do I print a report? A: You should export the report to Excel or PDF format and print from there. If you attempt to print the report through the browser print option or the right click menu, only the information displayed on the browser window will be printed, which may not include all of the report information.
4 Q: How do I export a report? A: Click on the down arrow next to the Default Export option, select the report format (Excel or PDF), and click the “Export” button.Q:How do I map an address in the report? A: To display the map, click the column value (facility code from the report), and click the “Mapit” hyperlink from the Detail window. Q: How do I sort a report?A: Once the report is displayed on the screen, click on the column header for the column you wish to sort by. The report will automatically be sorted by that column. Q: The report indicates that an offender who was sentenced in another district was released to our district. However, I have no documentation on the offender, and he hasn’t reported to our district for supervision. What should I do?A: Notify the district with jurisdictional authority of the offender’s release, and confirm which district will supervise the offender. Probation in the district of jurisdiction (the district of sentence, in most cases) should be ultimately responsible for accounting for the offender and ensuring that the case is opened in PACTS. Note: Do not remove the case record from the report. The case should remain in the report until it is opened in PACTS. Q: From what source is the offender’s release to district extracted?A: The release to district is based on the ZIP code of the release address the offender gave the BOP prior to his or her release from custody.Q: Why is the BOP Offender Release Report dedicated in memory of Imette Saint-Guillen?A: In 2006 Ms. Imette Saint-Guillen, a John Jay College graduate student, was raped and murdered by a bouncer. At the time of the murder, the bouncer should have been on federal supervision but never reported to probation upon release from custody. Ms. Saint-Guillen’s death serves as a reminder of our role in keeping our communities safe. It is our responsibility to track and monitor offenders to ensure that all court-ordered terms of supervision are properly enforced.Q: How often should I run the report?A: To ensure that all cases are timely accounted for, each probation office should check the red flag report at least semiweekly (twice per week) and investigate the whereabouts of any offender listed as released to, or sentenced in, the district but not yet opened in PACTS.
5 Q: If the offender is scheduled to release to another district but is showing on my red flag report because my district has jurisdiction, what should I do?A: As the district of jurisdiction, you are responsible for ensuring that the case is opened on supervision. As such, you should contact the other district regarding the opening of the case, as it is reflected in red flag status on your report. Once the other district opens the case, it will be removed from your report. If the case is opened but remains on your report in red flag status, there could be an issue with the marshal/register number entered in the other district’s system.
