U.S. Preference Documentation Summary

This is a U.S. Preference form established under Louisiana Revised Statute 39:1604.7, governing the procurement of domestically manufactured products by state and local purchasing officials. The document establishes criteria and procedures for evaluating bids involving products manufactured in the United States against those manufactured outside the country. Bidders must complete and submit this form prior to bid opening to be considered for preference consideration; submissions made on alternate documents or after bid opening will not be evaluated.

The preference framework allows for a five percent cost advantage for U.S.-manufactured products that are equal in quality to competing items, provided that the U.S.-manufactured items do not exceed the cost of foreign-manufactured items by more than five percent. To qualify, vendors must agree to sell items at the lowest bid price offered, certify that items are manufactured in the United States, and specify the U.S. location(s) where production, manufacturing, or assembly occurs. When multiple bidders offer U.S.-manufactured items within the five percent threshold, the bidder submitting the lowest bid is entitled to accept the lowest bid price. Vendors claiming U.S. preference must complete all required fields on the form, including marking whether preference is claimed for all line items or specific items, providing manufacturing locations, and providing authorized signature and title certification that claimed items are manufactured in the United States.
