About this file
This is a Louisiana Preference form used by state and local procurement officers to document bidder eligibility for a ten percent price preference on products produced, manufactured, or assembled in Louisiana. The form requires bidders claiming the preference to complete the document in its entirety and submit it prior to bid opening, as preference claims submitted on alternative documents or after bid opening will not be considered.
To qualify for the Louisiana preference, bidders must meet specific conditions: the cost of Louisiana products cannot exceed out-of-state products by more than ten percent; the vendor must agree to sell items at the same price as the lowest bid offered; and when multiple bidders offer Louisiana products within ten percent of the lowest bid, the lowest bidder on Louisiana items may accept the lowest bid price. Additionally, the Louisiana preference applies only to bidders whose workforce comprises a minimum of fifty percent Louisiana residents. Bidders must specify whether they claim the preference, confirm their workforce composition, identify specific line items for which preference is claimed (or mark all items if applicable), and provide the Louisiana location(s) where products are produced, manufactured, or assembled. The form includes detailed definitions of "assembled," "Louisiana products," "manufactured," "processed," and "produced" to clarify what qualifies for preference consideration.
