About this file

This is a Louisiana Preference form that outlines the state's procurement preference policy for products produced, manufactured, or assembled within Louisiana. The document establishes the criteria and procedural requirements for bidders seeking to claim a ten percent (10%) preference on state and local contract opportunities. To qualify for preference consideration, bidders must complete and submit this form prior to bid opening; preference documentation submitted after bid opening or on alternative documents will not be accepted.

To claim Louisiana preference, bidders must satisfy three conditions: the cost of Louisiana-produced items cannot exceed the cost of out-of-state items by more than ten percent; the vendor must agree to sell items at the same price as the lowest bid offered; and in cases where multiple bidders offer qualifying Louisiana items within ten percent of the lowest bid, the bidder offering the lowest price on Louisiana items may accept the lowest bid price. Additionally, Louisiana preference applies only to bidders whose workforce comprises a minimum of fifty percent Louisiana residents. The form requires bidders to specify whether they claim preference, confirm their Louisiana workforce composition, identify specific line items or mark "all" if preference applies to all items, and provide the Louisiana location(s) where products are produced, manufactured, or assembled. The document provides specific definitions for "assembled," "Louisiana products," "manufactured," "processed," and "produced" to establish what qualifies for preference consideration.
