About this file
This document is a Statement of Need (SON) for a 30kVA Uninterruptible Power Supply (UPS) to be installed in building 850 at Buckley Space Force Base, Colorado. The Colorado Air National Guard (COANG) is soliciting bids to replace the existing UPS, which will provide temporary emergency power to the 140th Communications Squadron (140th CS) Network Control Center (NCC) during commercial power failures. The awarded vendor will be responsible for providing and installing the new UPS, including all necessary equipment, labor, and materials. Key requirements include 30-minute battery runtime, capability to monitor/manage the UPS through a LAN connection, and engine generator compatibility. The vendor will also be required to remove the existing UPS and provide on-site training to the end-user. A related federal contract opportunity, W50S6V24Q0004, has been issued as a Request for Quotation (RFQ) under simplified acquisition procedures.

STATEMENT OF NEED
SUBJECT: UNINTERRUPTIBLE POWER SUPPLY
The Colorado Air National Guard (COANG) is currently soliciting bids for a replacement 30KVA Uninterruptible Power Supply (UPS). The UPS is to be installed in building 850 located on Buckley Space Force Base and will provide temporary emergency power to the 140th Communications Squadron (140th CS) Network Control Center (NCC) in times of commercial power failure. The primary load will consist of mainly network serves, routers, switches, desk top computers, monitors, and encryption devices. The UPS is to be in an interior room that is not accessible from the outside and is not environmentally controlled. (Currently, there is a UPS located in this location with install infrastructure and circuit breakers). The vendor who is awarded the contract is to provide all necessary equipment, labor, and materials as required to perform the general and electrical phases of this project.
Due to the operations tempo of the COANG, any electrical outages associated with this project that would require the shutdown of the network infrastructure should be minimized or whenever possible should be coordinated at least 48 hours in advance.
Below are key elements of this project that will be required of the awarded vendor to provide and install new UPS.
30kVA/27kW 3-phase 208/120VAC input/output Minimum 30-minute battery runtime (see 30-Load Study) Capability to monitor/manage UPS through a LAN connection (Cat5e w/ RJ45 connection) Engine Generator Compatible Provide all labor and administrative functions for job completion Provide and install any new circuit breakers and/or panels as required per code Provide and install all new wiring and receptacles per code Provide and install all associated conduits as required per code Testing and startup of new UPS Remove any wire abandoned by this project Remove existing UPS and battery cabinet upon successful installation, testing and startup of new UPS Remove all trash and rubbish 140 CS has no other UPS on-site. Vendor to provide on-site equipment training to end user including basic level operation, troubleshooting, and maintenance support 3-year on-site electronics extended warranty Battery warranty/maintenance agreement IAW manufactures recommended maintenance schedule;
minimum annual inspection
Installation site specifics.
See Visio room diagram and images for work site layout Unit will be installed in a data center environment on a raised floor Masonite floor protection not required when servicing, deinstallation or installation.
Installed UPS unit will be the only equipment for optional yearly extended maintenance support Installation on first floor of building Flex conduit, power panels, and other hardware previously installed.
Installed UPS is not considered mission critical and does not require immediate response time Immediate phone response nor on-site service tech required No on-site tech required
UPS is connected in-line to a backup generator to provide continuous power. We do not foresee a scenario where we require emergency service
Extended warranty requires only new repair parts for any service repairs Current UPS: Chloride; Serial number: B273349; Equipment type: EP36305225F. Bar Code: CRWU
02320 Installation site does not have a loading dock. Unit has a BigJoe forklift with a 2500lb max capacity onsite, and a floor jack.
o If loading dock is required, there is one located ~1/2 mile away and the equipment can be relocated afterwards
