About this file
The file is a comprehensive set of design plans and technical drawings for the TX FLAP UV CR203(1) Fish Hatchery Road project, prepared by the Federal Highway Administration (FHWA), Office of Federal Lands Highway. The project involves widening and reconstructing 0.71 miles of County Road 203, which provides access to the Uvalde National Fish Hatchery and eight private properties. The roadway will be expanded from 15 to 24 feet, with construction phased to utilize the existing roadway during implementation.
The technical documents include detailed cross-sections, survey control sheets, typical road sections, drainage and culvert installation plans, and specifications for pavement markings, signage, and traffic control. The design involves specific engineering details such as roadway aggregate construction, full depth reclamation, asphalt concrete pavement, culvert installations (including 36-inch and 24-inch equivalent diameter pipes), and riprap placement. The project scope encompasses earthwork, roadway surfacing, drainage improvements, signing, striping, and associated infrastructure modifications to enhance road quality and functionality for the Fish Hatchery access road.

1.Construct cut and fill slopes for approach roads to match with mainline roadway construction.
2.Under special conditions, the approach road and shown may be varied ±20°.
3.Place culverts at the end of the approach road radius to provide a flatter foreslope and increased mainline recovery area. When a culvert must be placed within the clear zone of the mainline roadway, use safety end sections (See standard drawing 602-9).
4.Apply the normal mainline crown section to approach roads with widths greater than 15 feet.
5.Refer to mainline typical sections for structural section thicknesses and foreslopes.
6.Vary radii to fit unusual field conditions. Do not reduce existing radii or widths. R is on the left side of the approach road centerline.

Construct a piping plug of impermeable backfill material at the pipe inlet where granular material is used for backfill. Width may be adjusted to tie into impervious material.
When directed, camber pipe culverts upwards from a chord through the inlet and outlet inverts an ordinate amount equal to 1% of the pipe length. Develop camber on a parabolic curve. If the midpoint elevation on the parabolic curve as designed exceeds the elevation of the inlet invert, reduce the amount of camber or increase the pipe culvert gradient.
For flexible pavement and aggregate surface roadways, measure minimum cover from the top of the pipe culvert to the bottom of the roadway subgrade.
For rigid pavements, measure minimum cover from the top of the pipe culvert to the top of the pavement. For all roadway surface types, measure maximum fill height from the top of the pipe culvert to the top of the pavement.
Pipe compaction limits shown are for pipe installation in an embankment. For pipe installation in a trench, the compaction limits are the walls of the trench.
Where unyielding or unstable material is encountered, install the pipe culvert according to the limits of pipe compaction shown on
Maximum fill heights for pipe culvert installations may be increased on approval of site-specific structural pipe designs meeting the criteria of
AASHTO Standard Specifications for Highway Bridges.
Use Supplemental Concrete Pipe Tie when specified in the contract documents.
