This document is an Amendment 02 Questions and Answers (Q&A) for Transportation Security Administration's (TSA) Request for Lease Proposals (RLP) for leased office space in Houston, Texas. The solicitation seeks 18,000-20,000 square feet of contiguous space within a 20-minute drive of George Bush Intercontinental Airport, with specific requirements including 10' ceiling height, 50 lbs per sq. ft. floor load, 24/7 HVAC, emergency generator, rooftop access for antennas, and 22 reserved parking spaces. The lease term is 240 months (20 years) with a 60-month (5-year) firm term, with occupancy needed by August 1, 2026.
Key details include an August 1, 2025 proposal submission deadline, no tenant improvement allowance, and an incumbent lease (contract HSTS01-11-L-00010 valued at $5,000,000) that is expected to submit a proposal. The government will award the lease to the lowest-priced, technically acceptable offer, with the ability to negotiate. Unique requirements include 24/7 building access, a docking ramp for heavy equipment, and compliance with seismic, security, and sustainability standards. Offerors must be registered in SAM.gov, and TSA will not reimburse proposal preparation costs.
