About this file

This is a cost proposal sheet for TRFP26006507, a consultant services contract issued by the State of Rhode Island for the Town of Warren to develop resilience and managed retreat research and strategies related to flooding and transportation infrastructure. The project encompasses seven primary tasks: developing a flood mitigation analysis, conducting feasibility analysis of nature-based solutions, developing a culverts assessment report, creating cost estimates for resurfacing state roadways with cost-efficient materials, prioritizing resilient environmentally sustainable solutions using climate research, developing cost estimates for long-term transportation infrastructure treatments to address sea-level elevation changes within the Market Street to Metacom Avenue area, and producing an alternative analysis and recommendations report. The solicitation requires respondents to submit a fully inclusive lump sum cost proposal using the provided cost proposal sheet, with responses due by May 4, 2026, and an anticipated contract start date of approximately July 1, 2026, extending through June 30, 2027, with options for renewal for up to two additional 12-month periods.

Pricing must be submitted as a firm, fixed lump sum cost that includes all profit and overhead, with no separate rate submissions permitted. This is a performance-based contract where requisitions are submitted upon task or deliverable completion, and payments are made only when the State accepts and approves deliverables. Respondents must carry all coordination costs within their deliverables, and any additional related tasks requested by the State will require separate negotiated compensation terms prior to issuance of a change request. Respondents who fail to utilize the provided cost proposal sheet may be disqualified from consideration. A contract administrative fee of 0.33 percent of annual spend will be withheld by the State at invoice payment. Required insurance coverage includes general liability of $1,000,000 per occurrence and workers' compensation at $100,000 limits. A 15 percent minority business enterprise (MBE) participation requirement applies to the total dollar value of this procurement.
