About this file

This is a Supplemental Bidder Attestation form required by the Rhode Island Division of Purchases for state and local contract opportunities. The document serves as a certification mechanism under R.I. Gen. Laws 37-2-13.1(b) to establish that bidders and their parent corporations, subsidiaries, affiliates, and subcontractors possess no conflicts of interest with state officials or agencies involved in the procurement process. The attestation specifically applies to solicitation TRFP26006507 titled "Warren Resilience & Managed Retreat Research & Strategies." Bidders must declare under oath that they have not materially participated in or been consulted regarding the requirements, technical aspects, or formation of the Request for Proposal, and that the procurement does not relate to any audit, examination, or evaluation of the bidder's prior work performed for the State of Rhode Island. The form requires completion of fields including the vendor or entity name, authorized signatory information, solicitation number and title, and the date of attestation.

The attestation form represents a mandatory compliance requirement for all vendors submitting responses to this Rhode Island state procurement. Authorized representatives of bidding organizations must sign and date the document, certifying the accuracy of all provided information to the best of their knowledge. The form includes a footnote clarifying that being a current or past vendor to the State does not inherently constitute a conflict of interest, and that formal responses to Requests for Information do not disqualify vendors from subsequent competitive procurements. This document must be completed and submitted as part of the bid package to demonstrate the bidder's eligibility and good standing for consideration in the Warren Resilience & Managed Retreat Research & Strategies project.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the

State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
