About this file
This document is a Statement of Work (SOW) for tree clearing and lawn care services at the Argonne National Laboratory's Atmospheric Radiation Measurement (ARM) User Facility's AMF3 observatory located in the Bankhead National Forest in north central Alabama.
The key objectives are to maintain the access roads, main office site, instrument field, and 140-foot tower site by removing any fallen trees using chainsaws or other equipment. The contractor must comply with all relevant federal, state, and local environmental regulations, as well as OSHA safety requirements. The contractor is responsible for providing all labor, tools, equipment, and personal protective equipment. The owner will notify the contractor when a tree has fallen, and the contractor must remove it within 24 hours, or the same day if the fallen tree is blocking a roadway. The work is to be performed at the AMF3 facility located off Highway 33 in Moulton, Alabama and is planned for a 5-8 year deployment period.

Background The Department of Energy’s (DOE) Atmospheric Radiation Measurement User Facility (ARM), a key component of the DOE’s research strategy, is designed to improve the understanding and representation, in climate and earth system models, of clouds and aerosols as well as their interactions with radiation, precipitation and the Earth’s surface. The ARM User Facility is comprised of highly instrumented observatories, gathering data in diverse climate regimes to resolve the uncertainties in climate and earth system models toward the development of sustainable solutions for the Nation’s energy and environmental challenges.
ARM establishes and operates field research sites to study the effects of aerosols, precipitation, surface flux, and clouds around the globe. Three primary locations—Southern Great Plains, North Slope of Alaska, and Eastern North Atlantic—represent the broad range of climate conditions around the world. In addition to the fixed facilities, the ARM Mobile Facilities (AMF1, AMF2, AMF3) are designed to obtain similar atmospheric measurements for periods up to a year or longer at a time anywhere in the world. Using data gathered at these sites, scientists are studying the effects and interactions of sunlight, radiant energy, and clouds to understand their impact on temperatures, weather, and climate.
ARM Research Facility
AMF3
The AMF3 observatory will deploy in north central Alabama with a central facility in the Bankhead National Forest (BNF). A phased deployment will include a central facility within the forest of the BNF at the Black Warrior Work Center (BWWC) consisting of a main office site, main instrument field, and a 140-foot scaffold tower. Unlike other ARM Mobile Facilities, AMF3 BNF is planned for a 5-8 year deployment.
Because this deployment is in a forest, there will be a need to remove the occasion fallen tree from either an access road or on one of the sites defined in this document.
Standards and Regulations USDA/USFS Rules and Regulations Compliance with Environmental Laws Contractor shall avoid damaging or contaminating the environment, including but not limited to the soil, vegetation, surface water, and groundwater. These laws include, but not limited to:
