About this file
This is an Underground Utility Locating Report prepared by WestLAND Group, Inc. for TKE (in support of San Bernardino County's SHR Aviation Flight Line Pavement Replacement Project) dated December 22-23, 2025, documenting utility identification at the project site located at 199 N. Hangar Way, San Bernardino, California 92415. The report identifies the locations of underground utilities across two survey locations using Closed Circuit Television (CCTV) inspection, Ground Penetrating Radar (GPR), and Electromagnetic (EM) locating methods. Utilities mapped include sewer lines, water lines, electrical conduits, gas lines, storm drain systems, communication lines, and streetlight infrastructure. The survey documents approximate depths and utility trajectories through field photography and utility maps to support the design and construction planning for the pavement replacement project, which involves demolition of approximately 350,000 square feet of existing pavement and construction of new Portland Cement Concrete pavement across approximately 5.53 acres.
The report identifies several limitations inherent to utility locating methodologies, including the inability to detect non-metallic and non-electrically conductive utilities, abandoned or inaccessible utilities, utilities buried beyond equipment detection limits, and utilities whose signals may be distorted by reinforced concrete or steel interference. Notably, the survey notes that GPR effectiveness is dependent on soil conditions, and the contractor cannot guarantee identification of all non-metallic conduits such as PVC water lines and sewers. The utility maps provided are designated for reference purposes only and are not suitable for design; actual utility locations must be potholed to confirm depths and positions. WestLAND Group, Inc. employed specialized equipment including Radio Detection and Vivax-MetroTech EM locators, push cameras with traceable sondes at multiple frequencies (8, 33, 83, and 512 kHz), magnetic locators, and dual Ground Penetrating Radar systems to conduct the comprehensive survey.

Site Specific Scope WestLAND Group, Inc. was contracted by TKE, for the services of utility locating/GPR, in the city of San Bernardino, CA. We were given the task to locate/mark any underground utilities within the scope of work, per exhibit.
CCTV
WestLAND Group, Inc. performs a full range of specialized engineering services including CCTV Utility Locating and Inspections. Closed Circuit Television inspection is an effective way to determine the location, size and condition of a sanitary sewer system, storm drains and large pipes. The remotely controlled cameras capture high quality videos and pictures. Push Cameras are a smaller camera system that can manually feed into a pipe. The camera provides a real-time video to the operator. They have a locatable sonde which allows for further mapping. This tool is ideal for pipes that are too small in diameter and/or when a CCTV truck cannot be used.
Ground Penetrating Radar (GPR) During GPR surveys, an antenna containing both a transmitted and a receiver is pushed along the ground surface.
The transmitter radiates short pulses of high-frequency (center frequencies of 400-MHz) electromagnetic energy into the ground. These electromagnetic waves propagate into the subsurface at a velocity that is dependent on the electrical properties of the material through which the wave travels. When the GPR wave encounters the interface (boundary) of two materials having different electrical properties, a portion of the energy is reflected to the surface and received at the antenna at a time (in nanoseconds) that is related to the depth of the reflecting interface, where later times generally represent greater depths of investigation. The contract in velocity between the media either side of the boundary can be quantified by a reflection coefficient at the media boundary, where a larger reflection coefficient (larger electrical contract in materials) corresponds to a higher amplitude reflection. The reflected signal is detected at a receiver antenna, transmitted to a control unit, and viewed on the computer screen as the data is being acquired.
The GPR signal is effective in the detection of metallic and nonmetallic utilities, underground storage tanks, excavations, and voids and cavities beneath roads or concrete walls. When the target of a GPR survey is metallic, the characteristic response is readily identified as high-amplitude anomaly because the electromagnetic wave is completely reflected upon reaching the metallic object.
Electromagnetic (EM) Locating Active locating is initiated by conducting an EM signal at a known frequency (8 and 33 kHz for this site) on a conduit exposed at the surface. A receiver, tuned to these frequencies, is then used to locate the signal maxima (or surface trace) of the applied signal. Passive locating is possible when electrically conductive conduits are energized by ambient radio frequencies (RF) that are often produced by a 50/60 cycle electrical, radio, audio, television, and communication transmissions. A receiver tuned to these frequencies can be used to locate the re-radiated signal emitted by conductor (i.e., conduit).

Exclusions Utilities excluded from this scope of work include:
• Non-metallic/non-electrically conductive utilities which are not detectable through standard EM utility -locating methods and/or the use of the additional geophysical methods (e.g., ground penetrating radar).
• Abandoned or inaccessible utilities to which standard locating techniques may not be applied.
• Utilities whose burial depth exceeds that of the detection limits of the equipment in a specific setting.
• Utilities whose detectable signal may be distorted or rendered undetectable due to reinforced concrete, steel plates or above ground interferences.
• Utilities whose surface trace cannot be determined due to the utilities’ proximity to a greater conductor.
GPR
Although GPR under the right circumstances can be a very effective tool, the results of the investigation will be dependent on the soil conditions of the project site. Because of this limitation, WestLAND Group, Inc. cannot guarantee that all non-metallic conduits, such as sewers and PVC water lines, have been identified within the area of investigation.
Utility Map The provided utility map was not to be used for designing, just for reference purposes only. Utility locations are approximate and should be potholed to confirm.
