About this file
This is a Notice of Exemption from the San Bernardino County State and Facilities Management Department regarding the SHR Aviation Flight Line Pavement Replacement Project located at 199 N. Hangar Way, San Bernardino, CA 92408. The project involves demolition of approximately 350,000 square feet of existing pavement and valley gutters and construction of new Portland Cement Concrete (PCC) pavement, new striping including pavement and touch-down and lift-off (TLOF) helipad markings, a new storm drain system, lighting improvements, and a temporary gate. The project is designated as Project Number 10.10.1932 with Charles Brammer serving as the Supervising Project Manager (909-387-5000). The work is planned to be executed using a phased approach to minimize operational impact to the Sheriff division. The project qualifies for a Categorical Exemption under California Environmental Quality Act (CEQA) Sections 15301 and 15302, as it constitutes routine maintenance and replacement of existing facilities without expansion of use.
The project has been determined exempt from full CEQA review because it involves replacement or reconstruction of existing structures and utility facilities with negligible or no expansion of capacity. The exemption specifically cites Section 15301(a), (c), and (d), which govern interior or exterior alterations to existing facilities, existing highways and streets, and restoration or rehabilitation of deteriorated structures to meet current public health and safety standards. The project is classified as an existing facilities replacement or reconstruction activity, falling under the City's standard permitting procedures without requiring preparation of an Environmental Impact Report or Mitigated Negative Declaration.
