About this file

This is a Prevailing Wage Determination document issued by the California Director of Industrial Relations establishing wage rates for multiple craft classifications applicable to the SHR Aviation Flight Line Pavement Replacement Project in San Bernardino County. The determinations cover Boilermaker-Blacksmith, Iron Worker, Electrical Utility Lineman, Telecommunications Technician, Stator Rewinder, Driver (On/Off-Hauling To/From Construction Site), and Metal Roofing Systems Installer classifications across various California localities. The project scope involves demolishing approximately 350,000 square feet of existing pavement and constructing new Portland Cement Concrete pavement with associated infrastructure at 199 N. Hangar Way, San Bernardino. The mandatory pre-bid meeting and site walk is scheduled for July 15, 2026 at 11:00 a.m., with sealed bids due August 5, 2026 at 10:00 a.m. The contract term is 180 calendar days from Notice to Proceed, with a construction estimate of $10,201,239 and liquidated damages of $1,000 per day for delay. Bidders must hold a State Contractor's General Engineering Contractor Class "A" License and attend the mandatory pre-bid meeting to avoid disqualification.

The prevailing wage rates vary significantly by craft classification and geographic area. For example, Boilermaker-Blacksmith journeyworkers in Area 1 have a total hourly rate of $101.43 with daily overtime at $145.24, while Area 2 rates reach $107.98 straight time and $154.815 overtime. Iron Worker rates range from $89.37 to $95.96 total hourly depending on area, with Fence Erectors at $74.73. Electrical Utility Lineman classifications show total hourly rates from $32.40 to $107.72 depending on specialization and experience level. Metal Roofing Systems Installer rates vary widely from $18.90 to $135.14 total hourly by county, with San Francisco, San Mateo, and Santa Clara Counties commanding the highest rates at $135.14 straight time and $223.74 Sunday/Holiday. Contractors must register with the Department of Industrial Relations prior to bid submission, submit certified weekly payroll via LCP tracker, and comply with apprenticeship minimums requiring one apprentice hour per five journeyman hours for apprenticeable crafts. Travel and subsistence payments are mandated in accordance with California Labor Code Sections 1773.1 and 1773.9. A 10 percent bid bond, Performance Bond, and Labor and Material Payment Bond (each 100 percent of contract price) are required. Final payment occurs 60 days after filing of Notice of Completion.
