About this file
This is Addendum No. 1 to the bid documents issued by the San Bernardino County Project and Facilities Management Department for the SHR Aviation Flight Line Pavement Replacement Project located at 199 N. Hangar Way in San Bernardino, California. The project involves demolishing approximately 350,000 square feet of existing pavement and constructing new Portland Cement Concrete (PCC) pavement with striping, storm drain systems, lighting, and a temporary gate. The work is sequenced across three phases to minimize disruption to Sheriff Aviation division operations across approximately 5.53 acres. A mandatory pre-bid meeting and site walk was held on July 15, 2026 at 11:00 a.m., with non-attendance resulting in bidder disqualification. The original bid opening date of Wednesday, August 5, 2026 at 10:00 a.m. has been revised to Wednesday, August 12, 2026 at 10:00 a.m. The contract term is 180 calendar days from Notice to Proceed, with liquidated damages assessed at $1,000 per day for delays.
Bidders must hold a State Contractor's General Engineering Contractor Class "A" License and register with San Bernardino County's ePro electronic procurement system prior to submission. The construction estimate is $10,201,239, with a 10 percent bid bond and 100 percent Performance and Labor and Material Payment Bonds required. Prevailing wage requirements apply under California Labor Code, including registration with the Department of Industrial Relations prior to bid submission, weekly certified payroll submission via LCP tracker, and apprenticeship minimums of one apprentice hour per five journeyman hours for apprenticeable crafts. Contractors must comply with California Air Resources Board In-Use Off-Road Diesel-Fueled Fleets regulations and submit Certificates of Reported Compliance. Comprehensive general liability, automobile liability, and workers' compensation insurance are mandatory. A Geotechnical Report and Basemap and Utility Report are included in the bid package. Asbestos and lead-based paint assessments have been completed, with all 17 asbestos samples testing negative and all 52 lead-based paint readings below federal action levels. A Draft Stormwater Pollution Prevention Plan establishes Best Management Practices and discharge requirements to the Santa Ana River under California's 2022 General Permit. Final payment is made 60 days after filing of Notice of Completion.
