Work shall be performed Monday through Friday unless authorized for weekend operations with 48-hour advance notice. The contractor must develop a County-approved Safety Plan prior to mobilization and maintain compliance with U.S. Coast Guard and OSHA regulations for commercial diving operations. Vessels must be capable of anchoring or spudding in up to 50 feet of water depth and operating within 20 nautical miles of the coast. The contract term is twelve months from the date of award with one optional twelve-month renewal period at the same prices, terms, and conditions subject to County approval. Weekly progress reports are required, and work acceptance is contingent upon County inspection with the contractor responsible for removing any tires found during inspection within specific grid areas.
The contractor shall establish project milestones comprised of specific numbers of cleaned grids for each reef location, with invoicing occurring upon completion of each milestone and receipt of a County acceptance letter. Pricing must be submitted as lump sum unit costs for mobilization and tire removal, transport, and unloading services for each of the five reef locations, with all costs remaining firm for the contract duration and including all personnel, materials, labor, equipment, profit, and overhead. The County shall obtain any required Environmental Resource Permit through the Florida Department of Environmental Protection at no cost to the contractor, and the contractor may utilize the County staging area for equipment mooring and staging at no cost subject to a no-cost Facility Use Agreement. Contractor invoicing shall include company name and address, invoice date, unique invoice number, County Purchase Order number, billing period, milestone number and description, and invoice amount, with backup documentation including grid acceptance letters. The contractor shall demobilize all equipment and personnel from the staging area within five workdays of project completion in accordance with the Facility Use Agreement. No performance security is required for this contract.

Title: Artificial Reef Tire Removal Project
2. SCOPE OF WORK
2.1. Scope of Work
The Contractor shall provide removal and transport services of submerged waste Tires located within the bounds of the sonar-based survey areas as shown in Attachments A and B depicting the reef locations and waste Tires’ spatial distribution identified through a sonar-based surveys conducted August through October 2025.
The Contractor shall provide all personnel, materials, labor, and equipment necessary to remove the submerged Tires from the seafloor, load them on a transport vessel, and offload them into County provided containers at the Pinellas County Artificial Reef Program staging area as depicted in Attachment C.
This Scope of Work details the minimum services sought by the County.
2.2. Definitions
County Holiday – Shall mean the dates that Pinellas County offices are closed, as described at https://pinellas.gov/pinellas-county-government-holidays/.
Grid – Shall mean the single geographical area as defined by the Contractor in their Tire Plan for the purpose of organizing Tire removal efforts and for documenting work progress and completion.
Marine Debris – Shall include, but is not limited to, trash, derelict fishing gear, anchors, and rope.
Tires – Waste automobile Tires either whole or split in half lengthwise that were purposely placed as artificial reef material lying within the areas defined in this RFP.
Workday – Shall mean Monday through Friday, except any recognized County Holiday.
2.3. Contractor Responsibilities
2.3.1. Vessels and Crew: The Contractor’s vessels used to perform this Scope of Work shall be capable of handling sea state and winds that are typical for coastal waters of West Central Florida in the Gulf waters, out 20 nautical miles. The vessel(s) used to load and transport Tires or support Tire removal operations shall be capable of anchoring or spudding in up to 50 ft. of water depth and maintain position while work is in progress.
2.3.2. Any vessel used to perform this Scope of Work shall be approved for work through license, registration, and inspection as required by the U.S. Coast Guard and the State of Florida for that specific vessel. Any vessel used to perform this Scope of Work shall be operated by a person(s) properly licensed and trained to operate that specific vessel as required by the U.S. Coast Guard and State of Florida.
2.4. Mobilization and Tire Removal Scope of Work
2.4.1. The Contractor shall be responsible for developing a Safety Plan to be approved by the County as part of Mobilization and prior to any Tire removal activities. The plan at a minimum will address worker safety during all aspects of the Tire removal activities. Diving activities must comply with U.S Coast Guard regulations and https://pinellas.gov/pinellas-county-government-holidays/
Occupational Safety and Health Administration (OSHA) regulations regarding commercial diving operations. The Safety Plan shall also address weather conditions that would prevent or stop work in the project areas and identify the source to be used for obtaining weather information. This Safety Plan shall be provided to the County’s Project Manager for review and approval prior to conducting Tire removal activities.
2.4.2. It is anticipated that an Environmental Resource Permit through the Florida Department of Environmental Protection will be required for the project. The County shall be responsible for obtaining any required permit. The Contractor shall abide by all conditions, notes, and specifications indicated on the plans and permit along with the attached Best Management Practices for Marine Debris Removal.
2.4.3. Tire removal operations shall occur Monday through Friday only unless expressly authorized to occur on Saturday and Sunday by the County’s representative.
Requests to conduct Tire removal operations on a weekend shall be made to the County’s representative with 48 hours prior notice.
2.4.4. The Contractor may utilize the Pinellas County Artificial Reef Program staging area depicted in Attachment C for project staging and mooring of vessels at no cost to the Contractor. The County and the Contractor will enter into a no-cost Facility Use Agreement (FUA) prior to mobilizing equipment to the staging area. The FUA will outline requirements for use and demobilization including safety and security.
2.4.5. The Contractor shall follow the methodology as detailed in their response to the RFP for the Tire Removal Plan and shall provide all labor, supervision, and equipment necessary for locating and raising Tires from the seafloor and loading them onto a vessel or barge and transporting them to the Pinellas County Artificial Reef Program staging area and offloading them into County provided roll off bins.
2.4.6. The Contractor shall log their work on a daily basis while Tire removal operations are occurring. The documentation at a minimum shall include name of artificial reef where Tires were collected, number of Tires collected, number and location of Grids or acres cleaned, and number of total dive hours. As part of Mobilization, the Contractor shall provide a draft of this log for County review and approval.
2.4.7. To summarize section 2.4, Mobilization shall include incorporation of the Tire Removal Plan, a County approved Safety Plan, and a County approved daily log. Tire removal shall include performing work as defined in the Tire Removal Plan to remove Tires from the seafloor, raise Tires to the ocean surface, load Tires on to a transport vessel or barge, transport Tires to the Pinellas County Artificial Reef Program staging area, and load Tires into County provided roll off bins.
2.5. Tire Removal Locations

2.6. Communications
2.6.1. The Contractor shall assign a Project Manager that will be the primary point of contact for the County for the duration of the project. The County’s representative and primary point of contact for this project will be:

2.6.2. The Contractor’s Project Manager shall provide the County’s representative with a progress report (Attachment E) via email on a weekly basis upon starting Mobilization and running up to project completion. The progress report shall include information on work performed over the previous week and projected work for the upcoming week.
2.7. Acceptance of Work
2.7.1. Upon notice from the Contractor that a specific Grid(s) has been cleaned, the County may conduct an inspection of the Grid area(s) through visual observation, video observation, and/or sonar surveying. If Tires are found within any specific Grid section during this inspection, the County shall notify the Contractor’s Project Manager providing specific location information on where the Tire(s) were found.
The Contractor shall then remove those Tires prior to obtaining an acceptance letter for the specific Grid(s).
2.7.2. The Contractor shall obtain from the County’s Project Manager an acceptance letter stating that the County has conducted an inspection of the Grid(s) and accepts the work for that specific Grid(s) as complete. This acceptance letter shall be included as backup documentation with the invoice for the associated Grid(s).
2.7.3. Upon notice of the Contractor that a specific Grid(s) has been completed, the County shall have ten (10) Workdays to inspect the Grid(s) and either (1) provide the Contractor with an acceptance letter or (2) location(s) of any uncollected Tires.
Failure of the County’s Project Manager to provide an acceptance letter or locations of uncollected Tires within ten (10) Workdays shall deem the Grid(s) as accepted by the County’s Project Manager.
2.8. Invoicing
2.8.1. The Contractor shall as part of the Tire Removal Plan establish milestones for the purpose of project tracking and invoicing. Milestones shall be comprised of a specific number of Grids cleaned for each reef location. Invoicing shall occur upon the completion of each milestone which includes obtaining acceptance letter(s) for the associated Grid(s). The Contractor shall include a completed Attachment D form with each invoice.
2.8.2. The Contractor’s invoice at a minimum shall include Company Name and Address, Date of Invoice, Unique Invoice Number, County Purchase Order Number, Billing Period of Work, Milestone Number and Description, and Amount of Invoice.
2.9. Project Completion
2.9.1. The Contractor shall provide the County’s representative any outstanding weekly reports and a final invoice upon receipt of a final acceptance letter provided by the County’s representative.

2.9.2. The Contractor shall within five (5) Workdays of project completion, demobilize all equipment and personnel from the Pinellas County Artificial Reef Program staging area in accordance with the FUA.

Location
The Pinellas County Artificial Reef Program Staging area is located within Sand Key Park, 1060 Gulf Blvd. Clearwater, Fl. 33708. The staging area is accessible by water via Clearwater Pass and is equipped with a commercial mooring dock.
Attributes
The mooring dock is approximately 180 feet long. The depth of water at the mooring dock is approximately 5 to 6 feet at MLLW. The staging area is equipped with an asphalt pad measuring approximately 150 feet by 150 feet. There is no water or power hookup available at the staging area.
