About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida for contractors bidding on the Artificial Reef - Tire Removal Project. The attestation document establishes compliance requirements for common carriers—defined as persons, firms, or corporations that transport persons or commodities for hire as a regular business. Contractors must attest that they will not knowingly provide transportation services that facilitate the movement of unauthorized aliens into Florida, except for purposes of detention, removal, or departure from the state or United States. The form requires signature and certification from an authorized contractor representative, including printed name, date, and Federal Work Authorization User Identification Number, along with the name and contract number of the associated Pinellas County contract.
Pinellas County reserves the right to terminate the contract for cause if the contractor violates the terms of this attestation. The attestation is executed under penalties of perjury, requiring the signing representative to declare the accuracy of the stated facts. This compliance requirement applies to the tire removal project, which involves removing approximately 3,300 tires from five artificial reef areas off Pinellas County's coast and transporting recovered materials to the Artificial Reef Program Staging area at Sand Key Park in Clearwater, Florida. Contractors must understand this attestation obligation prior to submitting proposals for this solid waste management project.
