The five reef areas include the Clearwater Artificial Reef (320 acres, approximately 2,900 tires), Rube Allyn Reef (220 acres, approximately 160 tires), Madeira Beach Reef (85 acres, approximately 110 tires), Treasure Island Reef (85 acres, approximately 70 tires), and St. Pete Beach Reef (60 acres, approximately 60 tires). All recovered tires are to be transported to the Pinellas County Artificial Reef Program Staging Area located at Sand Key Park, 1060 Gulf Blvd, Clearwater, Florida, and offloaded into County-provided roll-off containers. Work shall be performed Monday through Friday unless expressly authorized for weekend operations with 48 hours' notice. The contractor must develop and obtain County approval of a comprehensive Safety Plan prior to mobilization, comply with all U.S. Coast Guard and OSHA regulations for commercial diving operations, and provide weekly progress reports to the County's Project Manager, Charles Mangio.
The contractor is responsible for providing all personnel, materials, labor, equipment, and vessels capable of operating in up to 50 feet of water depth in coastal Gulf waters out to 20 nautical miles. All vessels must be properly licensed, registered, and inspected by the U.S. Coast Guard and State of Florida, with operators holding appropriate licenses and certifications. The County will obtain any required Environmental Resource Permit through the Florida Department of Environmental Protection at no cost to the contractor. The contractor may utilize the County's staging area for equipment mooring and project staging at no cost, subject to execution of a no-cost Facility Use Agreement. Work acceptance is based on County inspection of designated grid areas, with the County having ten workdays to provide either an acceptance letter or identify any uncollected tires. The contractor shall establish project milestones for invoicing purposes upon completion of specific grid quantities at each reef location, with invoices requiring supporting documentation and an acceptance letter. Project completion requires demobilization of all equipment and personnel within five workdays of final acceptance.
