The RFP requires offerors to provide comprehensive technical responses addressing project understanding, company qualifications, prior experience, key personnel assignments, training programs, financial capability, and proposed solutions. Offerors must submit detailed information including named individuals assigned to the project with resumes, an organizational chart delineating lines of authority, and descriptions of how their proposed solution will meet PennDOT's requirements for hosting, managing, and supporting approximately 100 applications on IBM-compatible mainframe infrastructure. The contract encompasses a base term of five years with five optional renewal years, during which key personnel must remain committed to their designated roles for no less than 24 months post-commencement. All technical submittals must follow strict formatting requirements using Microsoft 365 or compatible software, with responses submitted as separately named files using a recognizable three-letter acronym identifying the offeror.

Offerors must complete multiple appendices addressing qualifications, objections to standard contract terms, tooling solutions, personnel projections, and software utilization, without including cost information in the technical submittal itself. The RFP also requires detailed responses regarding digital accessibility capabilities using Policy Driven Adoption for Accessibility assessments and Voluntary Product Accessibility Templates, as well as identification of any subcontractors including small diverse businesses and small businesses that will support contract performance.
