About this file
This is a Q&A Board instruction document related to PennDOT's Mainframe Services contract opportunity in Pennsylvania. The document establishes guidelines for offerors participating in the procurement process, emphasizing that all proposals must be complete and free of assumptions. PennDOT is soliciting services for IBM-compatible mainframe hosting, management, infrastructure support, disaster recovery, and security compliance for approximately 100 applications, including critical systems. Offerors are required to utilize the Q&A Board in JAGGAER to submit questions and clarify any uncertainties regarding the RFP 3525R03 Technical Submittal Template prior to proposal submission. Questions should reference applicable RFP sections and page numbers where possible. All questions and answers are reviewed and publicly posted on the Q&A Board in a manner that does not identify specific offerors, ensuring equitable access to information across all potential bidders.
The instruction document highlights that PennDOT has committed to providing sufficient access to its facilities, information, and personnel to enable thorough due diligence of operations and business requirements. However, the selected service provider will be obligated to sign an agreement containing a completeness of due diligence clause that prohibits any adjustment to charges based on incorrect assumptions made during the proposal development phase. This provision places responsibility on offerors to conduct comprehensive research and ask clarifying questions through the established Q&A process to eliminate uncertainties before submitting their proposals. Failure to submit a complete proposal free of assumptions may result in proposal rejection.

Q & A Board Reminder
Offerors are responsible for the accuracy and completeness of all parts of their proposal and that all assumptions are eliminated prior to submitting their proposal. Do not include any assumptions in your proposal submittal. If you do, your proposal may be rejected. Note that the selected offeror will be signing an agreement containing the following term:
“14.15, Completeness of Due Diligence Activities. Service Provider has been provided with sufficient access to PennDOT Facilities, information, and personnel, and has had sufficient time in which to conduct and perform a thorough due diligence of PennDOT's operations and business requirements and assets currently used by PennDOT in providing the Services. Accordingly, Service Provider may not seek any adjustment in the Charges based on any incorrect assumptions made by Service Provider in arriving at the Charges.”
PennDOT is committed to ensuring that sufficient access is provided, but must rely upon Offerors to ask questions and explain assumptions in order to do so.
Offerors should ask questions via the Q & A Board in JAGGAER to resolve any questions and remove any assumptions before proposal submission.
Wherever possible, enter the applicable section and page number of the RFP 3525R03 Technical Submittal Template, contained in the RFP Buyer Attachments, or reference to other applicable section of the RFP, associated with the question or assumption.
Questions, once reviewed and answered, are publicly posted on the Q & A Board for the benefit of all Offerors. Questions are posted in a way that does not tie them to a particular person or entity.
