About this file
This document is a Service Management Manual (SMM) exhibit for the Pennsylvania Department of Transportation (PennDOT) Mainframe Services RFP 3525R03, which establishes the framework for hosting, managing, and supporting IBM-compatible mainframe infrastructure for approximately 100 applications, including critical systems. The SMM serves as the governance document that the selected service provider must develop and maintain to detail how services will be performed under the contract. The service provider is required to deliver portions of the SMM for PennDOT review and approval on specified dates, with initial governance and management content due 14 days after the effective date and operational procedures due 30 days prior to the commencement date. The SMM must document all assigned policies, processes, procedures, and work instructions, including equipment specifications, operations manuals, disaster recovery and business continuity plans, testing and quality assurance procedures, compliance methodologies, data security protocols, and billing structure processes. PennDOT retains the sole discretion to approve or reject the SMM, and any rejected submissions must be revised and resubmitted within 30 days with responses to each point of rejection.
The service provider bears responsibility for maintaining the SMM as an accessible electronic document via a portal or other PennDOT-approved means consistent with security policies, and must promptly update it to reflect operational changes and comply with PennDOT standards, rules, technology plans, and strategic initiatives. All proposed modifications to the SMM require PennDOT's prior review, comment, and approval. The SMM is organized into two primary sections: Service Provider-led content covering governance, asset management, incident management procedures, information security, and service-specific operational runbooks, and PennDOT-led content addressing service catalog management, service desk operations, incident and problem management, change management, and customer satisfaction surveys. The service provider must provide annual formal reviews of each SMM section on a mutually agreed-upon schedule, with quarterly review intervals. Training must be provided to PennDOT personnel as required, and in the event of conflict between the contract provisions and the SMM, the contract provisions control unless the parties expressly agree otherwise in the relevant SMM section.
