Summary

This is a Statement of Work (Exhibit 2.1) for Mainframe Services issued by the Pennsylvania Department of Transportation (PennDOT) under RFP 3525R03. The document outlines comprehensive managed mainframe and server services to support PennDOT's operations, including hosting, management, infrastructure support, disaster recovery, and security compliance for approximately 100 applications. The services encompass managed mainframe operations, production control and scheduling, database management, storage and backup management, middleware administration, and IBM MQ physical support. Additionally, the scope includes managed server services with 99.90% availability targets, network management with secure connectivity to COPANET and Microsoft Azure, IP address management, software procurement, and IT Service Management functions. All services must be delivered from onshore locations only, with no offshore resource utilization or data transmission outside the contiguous Continental United States. The service provider is required to staff operations 24 hours per day, 7 days per week, 365 days per year, and must comply with extensive security requirements including NIST standards, IRS Publication 1075, and Commonwealth security policies.

The Statement of Work establishes key personnel requirements including an Account Director and Service Delivery Director each dedicated 50% of the time, along with Financial, Transition, and Security Directors. Service Provider Personnel must pass PennDOT-mandated security background checks and complete mandatory training. All charges for services described in the Statement of Work are included within the pricing structure defined in Exhibit 4.0 (Business Model), with no additional charges to be incurred by PennDOT. The contract includes transition services with defined project plans and milestones, optional services for application modernization support and RACF administration, and requirements for steady-state evolution including SOC 2 reports, technology planning roadmaps, and software currency maintenance. Network latency requirements specify round-trip latency of 6 to 15 milliseconds between the service provider environment and both COPANET and public cloud hyperscalers under normal operating conditions.
