About this file

This is a Service Level and Deliverable Matrix exhibit for Pennsylvania Department of Transportation (PennDOT) Mainframe Services under RFP 3525R03, establishing performance standards and deliverable requirements for IBM-compatible mainframe hosting, management, infrastructure support, disaster recovery, and security compliance services supporting approximately 100 applications. The exhibit defines twelve critical service levels with performance targets ranging from 97% to 99.99% availability, including incident resolution, root cause analysis, batch processing, mainframe availability, server availability, patch compliance, data backups, and managed hosted systems response times. Eight key service levels are also established covering change management effectiveness, invoice dispute resolution, incident response times, license renewal timeliness, and security incident notification with performance targets between 97% and 100%. One-time deliverables include transition planning and milestone documentation due 14 days after the effective date, Service Management Manual documentation in three phases with the final phase due 60 days after commencement, mainframe disaster recovery plans due at commencement, and system security plans due prior to production implementation, with completion fees ranging from $10,000 to $15,000 per deliverable.

Recurring deliverables span the contract term and include annual refresh plans, quarterly refresh plan updates, third-party information security attestations submitted 30 days prior to data storage and annually thereafter, annual system security plan reviews, quarterly Service Management Manual currency reports, annual disaster recovery test plan updates with evaluation of prior year testing, training documentation for application upgrades and enhancements prior to production deployment, quarterly technology plan and roadmap updates, termination assistance plans submitted upon request, and annual capacity management plans. The exhibit establishes a critical service level at-risk percentage of 12% with a 200% pool percentage available for allocation across the defined service levels, with service level credits ranging from 0.60% to 4.20% of monthly invoices for non-compliance. All critical service levels commence at month zero with responsibility applying immediately upon contract commencement, and most key service levels are subject to continuous improvement provisions unless otherwise noted in the matrix documentation.
