About this file
This is an RFP Appendix document for Pennsylvania Department of Transportation (PennDOT) Mainframe Services (RFP 3525R03) that establishes a tools matrix framework for offerors to detail their tooling solutions. The document provides instructions and field definitions for offerors to document tools they intend to take over from PennDOT or the incumbent provider, as well as tools they plan to implement. The matrix is organized into two primary sections: Mainframe (MF) tools and Managed Server (MS) tools, with the Mainframe section including 130 line items for tools such as CPU, DASD, front-end processors, virtual tape systems, and various software categories including Broadcom, DCR, SAS, and security software. The Managed Server section contains 30 line items covering application servers, infrastructure servers, storage, monitoring, backup systems, and various software solutions including database management, middleware, operating systems, and security software.
For each tool listed in the matrix, offerors must provide detailed information across multiple attributes including the tool's purpose and function, developer, version and release, whether it is currently deployed, scheduled date operational, classification as proprietary or commercially available, contract type (Enterprise or Client Specific), ongoing PennDOT rights, phase of use (Transition, Delivery, or both), charging resource unit, integration requirements, legal and sourcing responsibilities, and installation location. This structured approach enables PennDOT to evaluate offerors' comprehensive understanding of the existing mainframe and managed server environment supporting approximately 100 applications, including critical systems, while establishing clear expectations for transition planning, service delivery, disaster recovery capabilities, and security compliance across the proposed solution.
