About this file

This is a technical requirements document detailing Next Generation 911 (NG911) standards for Oglethorpe County, Georgia, establishing the specifications necessary for upgrading and expanding current 911 infrastructure to comply with State of Georgia NG911 requirements. The document outlines critical system capabilities including IP-based architecture for seamless communication between call centers and emergency services, multimedia support for voice, text, images, and video transmission, and precise caller location information with device-based hybrid location determination and GIS database integration. The system must maintain compatibility with legacy 911 systems and other public safety communications networks to ensure smooth migration and ongoing collaboration. NG911 components are required to integrate data from additional sources such as telematics, alarms, and sensors to provide comprehensive situational awareness for emergency response.

The technical requirements emphasize robust cybersecurity measures including encryption, authentication, and access controls to protect sensitive information and maintain system integrity. The infrastructure must be designed for high availability, redundancy, and scalability to accommodate increased call volumes and future technological advancements. All components must achieve standards compliance with national and international standards, specifically NENA i3 standards as established by the National Emergency Number Association, which are critical for ensuring interoperability and consistent operation across emergency communications systems. These requirements form the foundation for the county's procurement of NG911 system upgrades and are essential for successful long-term deployment and reliability of the updated emergency services infrastructure.

NG911 Technical Requirements

· IP-Based Infrastructure: The system must utilize an Internet Protocol (IP)-based architecture to enable seamless communication and integration between call centers, emergency services, and external data sources.

· Multimedia Support: NG911 should support voice, text, images, and video transmission to accommodate various forms of emergency communication.

· Location Accuracy: The system must provide precise caller location information, including support for device-based hybrid location determination and integration with GIS databases.

· Interoperability: NG911 components must be compatible with legacy 911 systems, as well as other public safety communications networks, ensuring a smooth migration and ongoing collaboration.

· Security and Privacy: Robust cybersecurity measures, including encryption, authentication, and access controls, are required to protect sensitive information and maintain system integrity.

· Scalability and Reliability: The system should be designed for high availability, redundancy, and the ability to scale to meet increased call volumes and future technological advancements.

· Data Integration: NG911 must enable the integration and exchange of data from additional sources such as telematics, alarms, and sensors to provide comprehensive situational awareness.

· Standards Compliance: Adherence to national and international standards (such as NENA i3) is essential for interoperability and consistent operation.

These technical requirements are established by the National Emergency Number Association (NENA) to ensure that NG911 systems are robust, interoperable, and capable of meeting the evolving needs of emergency communications. Meeting NENA standards is critical for successful deployment and long-term reliability of NG911 infrastructure.
