About this file

This is a Detailed Requirements Document for a Next Generation 911 (NG911) Call Handling System procurement by Oglethorpe County, Georgia, as part of the state's requirement to update and expand 911 technology infrastructure. The project serves a service area with approximately 19,000 population across 442 square miles and will support three dispatcher/calltaker consoles and one supervisor console. The system must support SIP-based NG911 voice call handling compliant with NENA i3 standards, receive and process wireline, wireless, and VoIP 911 calls, and provide automatic number identification (ANI) and automatic location information (ALI). Key functional requirements include text-to-911 capabilities at initial deployment with future multimedia expansion capability, call recording searchable by date, time, ANI, dispatcher, or incident number, and integration with the agency's CAD system and existing radio/dispatch console systems without requiring proprietary hardware.

The requirements document establishes comprehensive technical, operational, and nonfunctional specifications organized across 13 categories, including console and user requirements with role-based access control; GIS-based location services with dynamic data updates; reliability and redundancy with automatic failover and geographic redundancy; cybersecurity compliance with CJIS Security Policy requirements, data encryption, and multi-factor authentication; performance standards including 99.9% or greater availability; and support for 24/7 technical support with defined service level agreements. Vendors must complete a compliance matrix indicating their compliance status (Compliant, Partially Compliant, or Non-Compliant) for each requirement and must disclose any subcontractors, related litigation, and security incidents within the past five years. The document emphasizes scalability appropriate for a small PSAP and requires vendors to clearly define licensing per console or user, itemize recurring costs, price optional features separately, and ensure solutions scale without punitive cost increases. Final acceptance is contingent upon successful parallel testing prior to cutover and onsite or remote go-live support.
