About this file

This is a Statement of Work Attachment that establishes technical specifications and certification requirements for a diesel generator rental solicitation at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia. The Navy requires rental of one trailer-mounted 1,000 kW minimum standby diesel generator for a one-year period with an option to extend month-to-month for up to three additional months. The generator must deliver 450 volts, 3-phase, 3-wire ungrounded output with a standby rating of 1,000 kW minimum and continuous operating power of 750 kW minimum.

The equipment specifications include strict dimensional and weight limitations (not exceeding 20 feet length by 8 feet width, with maximum weight of 45,000 lbs), a rain-tight outdoor enclosure, block heater, battery charging circuit, and fuel capacity sufficient for 24-hour continuous operation at full base load. The generator must be capable of parallel operation with the ship's ungrounded electrical plant and compatible with Navy-furnished output cables. Critical requirements include recent vintage equipment (not more than ten years old), an output circuit breaker with long-time overcurrent trip set at 150 percent of base load rating, lifting points with current capacity certifications, and testing completed within two weeks of delivery. Vendors must complete and submit Tables A, B, and C with technical specification data and sign a certification confirming compliance with all stated specifications and contractor responsibilities to be considered for award.
