About this file

This is a Questions and Answers document addressing technical and contractual clarifications for a 1000 kW diesel generator rental solicitation issued by the Naval Sea Systems Command (N4215826QS011). The government seeks a trailer-mounted or stationary diesel generator unit with a minimum standby power capacity of 1000 kW for a one-year base period plus three one-month extension options, with a response deadline of February 26, 2026.

The generator specifications are firm and non-negotiable: unit dimensions may not exceed 10 feet length by 8 feet width, with a fully fueled weight not to exceed 15,000 pounds. The diesel tank must provide a minimum 24-hour continuous run time at full base load capacity, with fuel stored either onboard or in an external tank not exceeding 1,240 gallons; alternatively, two external tanks may be used (maximum 5'-5 3/8" by 7'-8 5/8" each, 6,200 pounds per tank when full). The unit is designated as a standby/emergency generator requiring only 5 minutes of weekly operational testing under normal conditions, with the 24-hour runtime capability reserved for emergency scenarios. The generator must be compatible with the shipyard's "THOF-500E"-T-500 lugged output cables and capable of paralleling with ship systems at 0.8 power factor with ungrounded neutral. The contract is firm fixed-price with all fees inclusive; option years need not be identically priced to the base year but must clearly identify daily, weekly, and monthly costs if varied. No containment berm is required, and the government does not pay sales tax.
