About this file
This is a Questions and Answers document clarifying specifications and pricing requirements for a trailer-mounted 1,000 kW diesel generator rental solicitation (N4215826QS011) issued by Naval Sea Systems Command. The generator must meet exact specifications including maximum dimensions of 20 feet length by 8 feet width, weight not exceeding 45,000 lbs when empty, and a full fuel tank weight under 15,000 lbs. The unit must be capable of a minimum 24-hour run time before refueling and withstand adverse weather conditions and transit. The government clarified that this is a standby/emergency generator requiring only 5 minutes of weekly operational testing under normal circumstances, with extended run times only anticipated during actual emergency events.
The contract requires firm fixed pricing for a one-year base term with three one-month extension options. All pricing must be inclusive with no separate line item fees, and if option year pricing differs from the base year, the contractor must provide daily, weekly, and monthly cost breakdowns for both base and option periods. The contract will be awarded as a firm fixed price arrangement per FAR 52.212-2, with government evaluation based on total price. The solicitation is open to responses through February 26, 2026, and all contractor costs must incorporate taxes and fees within the quoted price, as the government does not pay sales tax.
