About this file
This is a Laboratory Personnel Staffing Requirements document that details the required staffing levels for Army Oil Analysis Program (AOAP) laboratories across multiple locations. The document specifies staffing requirements for six locations: Fort Liberty, Fort Cavazos, Joint Base Lewis-McChord, Redstone Arsenal, Camp Doha, and Semarang.
The staffing requirements include Laboratory Managers, Assistant Laboratory Managers, and Laboratory Technicians at the main U.S. locations, with specific requirements for Senior Condition Monitoring Analyst and Condition Monitoring Analyst positions at Redstone Arsenal. Fort Liberty, Fort Cavazos, and Joint Base Lewis-McChord must maintain a minimum of 2 personnel at each lab, with at least one being LLA II certified. Laboratory technicians at Camp Doha, Kuwait and Semarang, Indonesia must have LLA II certification. The document includes payment deduction provisions for unstaffed or understaffed positions, requiring contractors to maintain frequent communication with AOAP PMO staff through the Contracting Officer's Representative (COR) regarding staffing levels.

NOTE: At Fort Liberty, Fort Cavazos and Joint Base Lewis-McChord, the contractor shall maintain at all times a minimum of 2 personnel at each lab, one of whom must be LLA II certified.
The Government will deduct payment from contractor invoices for any positions which are unstaffed or understaffed during any given billing period. The Government will calculate the decrement and provide the contractor with a spreadsheet showing its derivation, along with instructions on how the contractor shall invoice for the billing period. It is therefore imperative that the contractor communicate with the AOAP PMO staff on a regular and frequent basis regarding unstaffed or understaffed positions. Frequent communication will prevent the Government from making erroneous deductions. Questions regarding the deduction or its derivation should be directed to the AOAP PMO staff through the Contracting Officer’s Representative (COR).
1 Laboratory technicians assigned to Camp Doha, Kuwait and Semarang, Indonesia must have LLA II certification.
