About this file

This is a Tax Compliance Certification Instructions document issued by the Commonwealth of Massachusetts, specifically detailing requirements established by the Massachusetts Department of Revenue. Bidders responding to Commonwealth solicitations must demonstrate compliance with state tax laws under M.G.L. C. 62C, s.49A by submitting an original or photocopy of a Certificate of Good Standing issued by the Massachusetts Department of Revenue within the past year. The certificate must be obtained from the Department of Revenue's Taxpayer Services Division Certificate Unit at P.O. Box 7066, Boston, MA 02204, with processing typically requiring several weeks. Bidders are advised to indicate in their request that the certificate relates to a Commonwealth solicitation with a specific deadline to expedite processing.

The application for a Certificate of Good Standing must include the corporation's name, address, and telephone number; the reason for the request; the types of taxes to which the corporation is subject and corresponding Massachusetts identification numbers; a completed Power of Attorney Form M-2848 if applicable; and the signature of a major corporate officer. If bidders cannot provide the certificate with their proposal submission, they must submit documentation proving that the appropriate application has been filed with the Department of Revenue. The final Certificate of Good Standing must be provided prior to the final execution of the Standard Contract Form, making this a prerequisite requirement for contract award and execution.
