About this file

This Tasks Checklist document outlines the custodial and janitorial service requirements for behavioral health facilities managed by the South Central Louisiana Human Services Authority (SCLHSA). The scope of work encompasses comprehensive cleaning and maintenance services to be performed Monday through Friday between 4:00 PM and 10:00 PM, with all work completed by 8:00 AM daily. Services are required at three facilities: St. Mary Behavioral Health Center (10,946 square feet), River Parish Behavioral Health Center (5,318 square feet), and River Parish Assessment Center (2,800 square feet). The checklist specifies daily, every-other-day, weekly, monthly, quarterly, and semi-annual cleaning tasks across multiple areas including restrooms, lobbies, corridors, hallways, offices, kitchens, and common areas. The contract was scheduled to commence on January 2, 2026, for an initial 12-month period with options for two additional 12-month renewals, for a maximum total contract duration of 36 months. A mandatory site visit was required no later than 10 days prior to the bid opening date of December 17, 2025, at 2:00 PM.

The checklist details specific cleaning frequencies and procedures, including floor care (dust mopping and wet mopping), restroom sanitation (toilet cleaning, lavatory maintenance, trash disposal, and dispenser refilling), restroom and common area disinfection, blind dusting, air vent cleaning, baseboard cleaning, window cleaning, and equipment use. Services include providing all labor, materials, supplies, and equipment, with minimum staffing requirements of one on-site supervisor/custodian and one custodian at 10 working hours per week each. Bidders could elect to provide labor only or labor with supplies and equipment. Contractors were required to demonstrate at least five years of satisfactory business experience in similar custodial services and provide three comparable references from current public sector facility contracts. Commercial general liability insurance of $1,000,000 combined single limit and comprehensive automobile liability insurance were mandatory, along with compliance with OSHA guidelines, material safety data sheets requirements, current minimum wage rates, and agency security and conduct standards including potential drug testing for all custodial employees.
