5.3 Hardware Frames

All hardware shall be terminated on frame room backboards. If backboard in a designated telecom space is not available, the vendor shall install a fire rated backboard on an available wall. The thickness of the board shall match the existing frame if a backboard is installed. If new backboard is installed where there is none, it shall not be less than 5/8” (19/32) thick and securely mounted to wall joists. All backboards shall be painted to match existing backboard colors or a light colored paint for new backboards. At least one ‘fire rating’ designator label shall not be covered by paint.

The zone control hardware (TIM, CPU, ZPM modules) shall be mounted securely.

-Multiple CPU modules are connected by front panel RCA data jacks as per manufacturer instructions.

-CPU and up three ZPM shall be connected by internal power and voice ribbon cables.

-Each CPU shall be served by its own power supply.

-Each screw terminal on a CPU and each ZPM shall be pinned out to a 66M50 termination block. All distribution connections shall be made on the opposite side of the block ‘split’ configuration for testing / trouble shooting. Pin used shall be labeled using black permanent marker, written on the white conductor separator tabs.

-ZPM modules shall be labeled with zone numbers (i.e.; zones 1-3, zones 13-15, etc.).

5.4 Speaker Wire Installation

The installation shall consist of all new speakers, wire, and amplifiers in all designated buildings as directed by the SOW and drawings.

All speaker cable shall ‘home run’ to the nearest telecommunications closet. Each speaker shall be served by a single pair shielded 18AWG stranded cable. At no time will more than one speaker be connected to a cable.

The Contractor shall use industry standard 66M50 telephone terminal blocks to terminate cable runs. Both conductors (most often red and black) shall be terminated as well as the uninsulated drain wire. Drain wires will not immediately be connected, but reserved for future use (signal grounding where needed). Terminal blocks shall be labeled with the last two digits of the speaker numbers served, using black permanent marker, written on the white conductor separator tabs. Blocks shall be covered with a plastic protective cover designed to protect the block from contact.

Speaker wire shall be grouped by location when terminated in a telecom closet. An example would be:

- Speaker cables for a passageway grouped together on a 66M50 block,

- Speaker wire for barracks rooms grouped together on a 66M50 block,

- Speaker wire for offices grouped together on the same 66M50 block.

Most often, cable groups are part for the same zone. This grouping is intended to allow ease of changes to similar spaces in the future.

In order to limit the number of 66M50 block, a block may be used for multiple groups of cables.

Wall / ceiling penetrations where more than three cables will pass, must be sleeved. Sleeves shall be clamped in place. The pipe size should accommodate all public address installed cables and allow 25% expansion.

The sleeve shall be sealed with caulk / fire stop.

Wall / ceiling penetrations where less than four cables do not require a sleeve. Holes for wire shall be no greater than 50% larger than the cable passing through it and the hole shall be sealed after the cable installation is complete.

A ‘service loop’ shall be left for each speaker. The service loop should be of sufficient length for technician access. The service loop shall be in the ceiling, behind speaker (box), or nearby where access is available.

Cables shall be tagged with speaker numbers within one foot of each end. Cable tags shall be visible; ink shall be indelible, and printing be at least 8-pitch.

All cable routing, dressing, radius bends, etc. shall conform to FIPS / BICSI telecommunications cable plant standards.

5.5 Speaker Installation

The installation shall consist of the replacement of all existing speakers in the buildings identified in the SOW and buildings specifics pages.

Speakers shall be identified by number. The stick on label shall be printed in Aerial font 24 pitch. Identification shall follow this order:

Building number-floor-type-XX Example: 207-01-F-12 Building number 207, 1st floor, flush mount speaker, speaker # Speaker Type designation: X = Exterior horn speaker

B = Box wall speaker S = Surface mount ceiling speaker F = Flush mount speaker

The label shall be fixed to the speaker by adhesive.

Each ceiling speaker provided by vendor will a built-in volume control. Each horn speaker has a built-in wattage adjustment.

Each interior speaker shall be ‘tapped’ at 4 watts. This allows the full range of local volume control by the space occupant/s. Horn speaker’s volume (power switch) shall be set to 7.5 watt for outside use and 3.8 watt for inside use.

On occasion, the drawings may reflect speaker location that is too close or too far to meet the desired sound effects of the project. In that case, the installation team should evaluate the location and make changes as needed to satisfy the overall space sound coverage.

Horn speakers shall be mounted between the 1st and 2nd floors or 12’ and 18’ above the ground surface. It is recommended that horns used inside be fastened to exposed I-beams using beam clamps. Horns mounted on metal walls shall be fastened with appropriate length bolts, washer and nut. Speakers mounted to metal walls shall be hung with bolt / double nut to sandwich the metal wall. All metal wall penetrations shall be sealed with exterior grade caulk to match the color of the wall material.

The Contractor shall be responsible to remove all old speakers it encounters as part of the new speaker installation. All waste materials shall be the responsibility of the vendor to discard off USCG property.

Repair of damage to ceiling or walls will be the responsibility of the vendor.

5.6 Amplifier and PA Electronic Device Installations

The installation shall include the addition of amplifiers. Amplifiers may be wall mounted.

All amplifiers, preamps / mixers, shall be visibly labeled in a professional manner with lettering of indelible ink, font no less than 18 pitch and include:

Building name/number-floor served-zone Amplifier Example: 207-2E-1 2E = 2nd floor East Multiple amps in the same closet will be label; .1, .2, .3, etc.

Example: 207-2E-1.1 207-2E-1.2 Pre-amps shall be labeled using this example:

Preamp example: 207-2-1-pre Mixers shall be label using this example:

Mixer example: 207-1-mix

Amplifier locations shall be identified on the ‘as-built’ drawings with their designation and Location as close to the actual physical location as possible.

The zone control assembly will be located in the 2nd floor main telecom closet.

A VMix’s for the Station SAR alarm signal output and colors will be rack mounted in the second floor telecom closet.

Control button for the General alarm will be installed in the Station COMCEN. The button for alarm activation shall be single pole-single throw toggle type with cover. Connection back to the telecom closet will be by riser cable. The switch shall be labeled with the name ‘SAR’ in a professional manner using no less than 14 pitch lettering. Coordination of the switch placement will be made by the PM.

The TNG tone generator assembly is used for sending alarm tones in the event of a SAR emergency. The Bogen VMix assembly will support a Bogen TNGS1 tone generator card. It is recommended that the card be placed in slot 6. Output from the mixer will be connected to the Stations amplifier to serve Station spaces.

In some cases, noise will cause the amplifiers to constantly operate. Most often a Bogen WMT1A (line matching transformer) placed in the circuit will help eliminate the noise.

5.7 Inter / Intra-Building Connection

This sites primary inter-building connection will be made using copper cable between buildings.

A zone list will be prepared by the PM and provided to the install team at the start of the project.

The vendor shall be responsible to install ‘riser’ cable to tie the Coast Guard cable plant to the Public Address system hardware. The riser cable most often will be needed to tie low voltage zone signals to amplifiers. The riser cable shall be sized at 25% larger than required for the initial installation (i.e.; up to 3 zones – 4 pair cable can be used, 4 or more zones - 2 or more 4 pair cables, for zone control hardware or a 25 pair should be used).

5.8 Additional Information

The Contractor shall be responsible to remove all boxes and other trash associated with the installation. All waste materials shall be the responsibility of the vendor to discard off-USCG property.

Upon completion, the installation lead is responsible for preparing and submitting as-built drawings for the project. The original drawings provided by the Coast Guard shall be used as a basis for the as-built drawings.

Drawings shall be made using MS Visio. Drawings shall include cable routes, speaker icon with assigned number, amplifier type and designation.

As-built drawings are due to the Coast Guard Project Manager within thirty days of the completion of the hardware installation.

6.0 POINTS OF CONTACT

The USCG shall identify Points of Contact after award. They shall include the USCG Project Manager (USCG PM), USCG Contracting Officer's Representative (COR), USCG Contract Specialist (KS) and others as needed.
