About this file
This document contains questions and responses related to solicitation number 70Z07924RUCPL0001 for USCG Telephony Lifecycle Support Services. The solicitation seeks telephony support services including maintenance and technical support for an Avaya PBX system supporting approximately 65,000 phones across 200 contact center agent seats and 40 supervisor seats. It also involves training on the eOn Millenium PBX. Responses to vendor questions clarify that the incumbent contractor was providing these services under contract number 70Z07918DPT200100, and that the required certification level is Avaya GEM partner with Co-Delivery designation. Pricing must be provided for any end of sale equipment replacements. Current documentation will be provided to the awardee, and IAT/IAM credentials are required for all contractor personnel working on the government systems.

Vendor Question USCG Response
11/7/2023 21 If not brand new, could you please provide the current / previous contract number? 70Z07918DPT200100
11/7/2023 20 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services?
There was an incumbent.
11/6/20233 19 Does the USCG want replacements provided for the end of sale items or simply not price those EOS items?
Provide information and pricing for the current model available. If model listed is no longer available, please mark it as such
11/6/2023 18 Scope 2.7: Will current up-to-date documentation be provided to the awardee as part of an incumbent transition-out phase?
Yes, current documentation can be provided as needed
11/6/2023 17 Scope 2.14: Would USCG please clarify or elaborate on the level of effort the vendor is expected to perform for the eOn training?
The vendor will need to teach students how to program from scratch and perform maintenance on the eOn Millenium PBX. The CG no longer provides internal training for the system
11/6/2023 16 Scope 2.1: Is the contractor required to meet the Avaya Connect to Maintain specifics or can the Contractor be a certified Avaya GEM Partner either Diamond, Sapphire or
Emerald level without the Co -Delivery designation?
The CG needs the GEM partner level with Co-Delivery
11/3/2023 15 Would you consider loosening the requirement for a qualified Project Manager to not require an IAM credential at the contract level, but push that requirement to the individual Task Order level where a potential IA vulnerability could exist in the design/integration of a system?
The IAM credential requirement is primarily for the people doing the work, so if a PM were to not have these credentials, it’s not a showstopper.
11/3/2023 14 For general design, installations and maintenance on a typical basis, per the Task
Orders issued, unless we are somehow tying into secure systems, where would true
IA come into consideration and require IAM/IAT credentials?
The IAT/IAM credentials are basic information systems security requirements that apply to all government systems, not just secure. Our unclass systems have security requirements.
11/2/2023 13 For cloud specific environments, would IL2 or IL4 be required security boundary level?
IL4

Any new equipment that is not Avaya must be fully compatible with existing infrastructure. Provide name brand and model of proposed equipment on the pricing sheet.
11/2/2023 11 Is there a need/interest in a managed service to go along with the telephony service?
Would the USCG be interested in a telephony managed service to assist with their
Day 2 operations and maintenance?
