Vendor Question USCG Response

11/13/2023 40 As pure Telecom Grooms and Site Surveys are generally more complex and require a higher skillset team resulting in costlier execution than more simple PA systems Grooms and Site Survey support, will the government allow industry to propose a cost savings by allowing individual Hourly/Day rates for Telecom Groom and Site Survey support and PA systems Groom and Site Survey support separately under Clins 0005 (A/B) and 0007 (A/B) in the pricing worksheet?

The pricing sheet has been updated to reflect individual Groom CLINs for Telephony and Public Address Systems.

11/13/2023 39 Will the coast guard entertain a brand new replacement Cisco Unified Communications solutions to completely replace the current Avaya platform?

No, replacement of the entire platform is outside of the scope of this IDIQ.

11/13/2023 38 Given that the due date is on the 27th and Thanksgiving is coming up, would the Government please consider an extension for this opportunity?

The solicitation close date has been extended to 12/1/2023

11/13/2023 37 Can offerers edit the ATT I Pricing Sheet to best capture pricing methodologies and total hours required? The current built-in formulas only add together the individual Hourly Rates but do not include total hour/day calculations for each Total CLIN Base Year

No, the pricing sheet is locked to maintain uniform pricing between offerors.

11/13/2023 36 Is the Offeror required to send the PPQ to both the COR and KO/Contract Manager or to just one of them?

Either is fine. The response must come from either the COR or KO/Contract Manager.

11/13/2023 35 As the solicitation has been extended to December 1, 2023 at 5:00PM ET, is the PPQ submission date and time also extended?

Yes, PPQs are now due 12/1/2023. A new PPQ document is uploaded.

11/13/2023 34 Please confirm that the USCG does not require pricing to be inserted into the Section II Continuation of SF1449 for the CLINs as each CLIN states Quantity as 0

No pricing is needed on the SF 1449. Please place all pricing information on the pricing sheet.

11/13/2023 33 Would the USCG be open and willing to support bid for telephony solutions that meets and exceeds your current feature and security requirements to support your 290+ sites with 65,000 users?

The part number was changed to reflect the 1000' reel

11/13/2023 30 Task Order STA Ft Macon: The pricing table does not include a CLIN for the Project Manager hourly rate. Will the Government consider adding a CLIN for the Project Ma nager. If not, please confirm where the USCG would l ike to see the Project Manager charge?

Project manager charges should be included in the hourly rates for the categories listed on the pricing sheet. The rate should be all inclusive of labor

11/13/2023 29 In column “E” of the Materials Tab there are many cells that are formatted as “currency”, so part numbers are shown as a dollar figure. Will the USCG correct the formatting in Column E and provide an updated pricing sheet?

The pricing sheet with updated formatting for column E is attached, ATT I, Pricing Sheet Telephony Lifecycle Support Rev1.

11/3/2023 15 Would you consider loosening the requirement for a qualified Project Manager to not require an IAM credential at the contract level, but push that requirement to the individual Task Order level where a potential IA vulnerability could exist in the design/integration of a system?

The IAM credential requirement is primarily for the people doing the work, so if a PM were to not have these credentials, it’s not a showstopper.

11/3/2023 14 For general design, installations and maintenance on a typical basis, per the Task Orders issued, unless we are somehow tying into secure systems, where would true IA come into consideration and require IAM/IAT credentials?

The IAT/IAM credentials are basic information systems security requirements that apply to all government systems, not just secure. Our unclass systems have security requirements.
