About this file

This document is a Statement of Work (SOW) and specification for the procurement of special trackwork components for the Maryland Transit Administration (MTA) Light Rail and Metro system. The SOW specifies the manufacture, treatment, inspection, and shipment of twelve distinct special trackwork components, including left-hand (LH) and right-hand (RH) switch points for No. 15 and No. 10 turnouts ranging from 19 feet 6 inches to 26 feet in length, as well as corresponding straight and curved stock rails. The procurement encompasses all labor, materials, and equipment required for design, manufacturing, testing, shipping and delivery to designated MTA storage areas, and unloading and stacking of materials. The specification references AREMA Portfolio of Trackwork Plans and the AREMA Manual for Railway Engineering as the governing standards for design and manufacturing.

The specification establishes stringent technical and quality requirements for the rail components, including 115RE heat-treated steel conforming to AREMA standards, 100 percent ultrasonic testing using a fully computerized DAPCO 300 testing unit or equivalent, and Brinell hardness testing per ASTM E10 methods. Detailed submittals are required, including production schedules, steel metallurgy descriptions, testing methodologies, rail test reports showing chemical composition and strength properties, and mill certificates of inspection. The specification mandates careful handling and storage practices to prevent damage and corrosion, including head-up loading with adequate wood strips between layers and protection from the elements. The Administration retains authority to reject any material or work failing to meet specifications and may specify corrective work as necessary.
