SP4702-22-R-0012 Page 9 of 93
1.0 BACKGROUND
The Director of the Defense Logistics Agency (DLA), Acquisition (J7), serves as the Acquisition Executive. The J7 Director has authority, responsibility, and accountability for all acquisition functions and programs. The J7 directorate supports and provides advice and staff support to DLA Major Subordinate Commands (MSCs) on matters related to the Acquisition Workforce
(AWF).
In 2018, the J7 director established an academic training requirement to support high-level AWF modernization initiatives. Known as the Industry Partnership Management Course, this advanced training program is designed to familiarize participants with cutting-edge industry practices and to recognize business risks and opportunities, improve existing capabilities, and strengthen government-industry partnerships. Given the complexity of the course subject matter and the rapid speed at which changing environments can render previously established course material obsolete, it is essential that the course curriculum be continuously updated throughout the lifespan of the contract to remain current and relevant (further discussed in Section 4.2.3).
2.0 OBJECTIVE & SCOPE
2.1 Objective:
The objective of the Industry Partnership Management Program is to deliver a tailored, executive- level business training and education to participants. This training shall be comparable to a graduate-level coursework, having similar level of rigor and challenge. The coursework shall provide the participants an understanding of industry practices by leveraging academic expertise and experience in training and education. This coursework shall be designed to increase the knowledge and understanding of participants in the topic areas in Section 4.1 and achieve the learning outcomes in Section 4.2. Finally, this coursework shall enable participants to demonstrate learning and produce viable solutions to the problem set(s) for potential application in DLA.
2.2 Scope:
The scope is to provide a residential* executive-level business course tailored for Government civilians in pay grades GS12 through GS15 and military equivalents. This executive-level business course shall be tailored and designed to fill a two-week executive-level course, maintaining similar rigor, challenge, and difficulty as a typical graduate-level program. This

This executive-level business course shall be provided by a university or college within the 300-mile radius of Fort Belvoir, VA, zip code 22060, listed in the 2021 Bloomberg Businessweek Top 60 MBA Programs with an Association to Advance Collegiate Schools of Business (“AACSB”) accredited with graduate-level business program within the Continental United States (“CONUS”). This course shall be taught by faculty staff with appropriate credentials and experience in addressing the topic areas in Section 4.1. The course curriculum shall incorporate guest speakers from Government and industry to provide insights into public-private partnerships, opportunities, risks, limitations, challenges, lessons learned, and best practices. The curriculum shall also leverage the corporate knowledge, expertise, and experience of Government, industry, and academia in solving the problem set(s) presented and result in the development of viable solutions for potential application in DLA. Finally, this executive-level course shall produce tangible deliverables, which are stated in detail in Section 5.
*While the Government intends this program to be in-residence, it reserves the right to subsequently negotiate a change order with Awardee to conduct some – or all – of these courses in a virtual (or other similar) setting.
