About this file

This document is a comprehensive guide to the Defense Logistics Agency's (DLA) Bulk Bid Evaluation Model (BEM) and Offer Entry Tool (OET) for petroleum product procurement, dated March 2025. The BEM is an optimization program designed to find the minimum laid down cost for bulk petroleum contracts, considering factors such as product price, transportation costs, storage, distribution, and various fixed and variable expenses. The procurement focuses on large volume petroleum product contracts with high minimum lift guarantees (75%), with awards possible on FOB Origin and FOB Destination bases.

The Offer Entry Tool (OET) is a web-based platform for submitting offers against DLA Energy Requests for Proposals, mandatory for specific bulk purchase programs including Inland East Gulf (IEG), Atlantic/European/Mediterranean (AEM), Western Pacific (WESTPAC), Rocky Mountain West Coast (RMW), and Deep Freeze. The procurement process involves multiple evaluation rounds, with socio-economic considerations such as 8(a) Reservations, HUB Zone Premium Program, and Small Business Set-asides for domestic procurements. Vendors must register through SAM.gov, obtain a CAGE code, and follow specific account management procedures, including maintaining account access, protecting login credentials, and submitting comprehensive offer packages through the OET system.
